About this opportunity
This Special Notice issued by the Mission and Installation Contracting Command (MICC) at West Point, New York, on behalf of the Department of the Army Materiel Command, seeks qualified contractors to provide propane delivery services to the United States Military Academy (USMA). The solicitation was posted on April 10, 2026, with a deadline of April 13, 2026. This is a 100% set-aside contract exclusively for Women-Owned Small Business (WOSB) concerns classified under NAICS code 324110 (Petroleum Refineries) and PSC code S204 (Housekeeping—Fueling and Other Petroleum). The contract period of performance runs from September 8, 2026, through September 7, 2028, with a base period and one one-year option period. The primary objective of this procurement is to secure reliable propane delivery services for USMA and associated facilities, with estimated annual consumption between 75,000 and 90,000 gallons, based on historical usage data provided by the government. Eligible offerors must be registered as a WOSB in the System for Award Management (SAM.gov) under the appropriate NAICS code and must maintain current Entity Unique Identifiers and Cage Codes. The contract requires firm-fixed pricing with no price adjustment provisions, meaning contractors must account for all propane market fluctuations in their proposals. Offerors must submit completed, signed, and dated quotes via email to Kelly Kotlik at kelly.p.kotlik2.civ@army.mil by the close date, and all solicitation documents and amendments are available exclusively through SAM.gov. The government maintains 45 tanks across multiple locations (USMA, Morgan Farms, Round Pond, Camp Buckner, and RT 293 facilities) ranging from 50-pound cylinders to 3,000-gallon tanks, and contractors are permitted to install monitoring equipment on all tanks.
