Propane Delivery Requirement RFIs Responses
This document contains government responses to Requests for Information (RFI) regarding a propane delivery contract requirement. The government clarifies roles and responsibilities, provides usage data, and furnishes a comprehensive list of tank locations and specifications.
Key Contract Terms and Usage Requirements: The contractor is not responsible for maintenance, repair, or replacement of government-owned tanks; such issues will be addressed on a case-by-case basis between the government and contractor. The government estimates annual propane consumption at 75,000 to 90,000 gallons, with cold season usage (December-February) totaling approximately 60,000 gallons. Historical usage from September 2024 to March 2026 shows consumption of 81,000 gallons (Sept 2024-Aug 2025) and 78,254 gallons (Sept 2025-Mar 2026). The contract requires firm-fixed pricing with no price adjustment provisions; offerors must account for all propane market fluctuations in their proposed prices. All tank areas currently receive automatic deliveries using the same truck type employed for residential delivery (clarification provided regarding trailer versus bobtail-sized loads). Contractors are permitted to install monitors on all tanks. Tank Inventory: Superior Propane owns the tanks on-site. The government maintains responsibility for 45 tanks across multiple locations including USMA, Morgan Farms, Round Pond, Camp Buckner, and RT 293 facilities, ranging from 50-pound cylinders to 3,000-gallon tanks. Contractor-owned tanks are designated "F" and government-owned tanks are designated "T" in the inventory listing. Building 1940 at the Motor Pool is contractor-owned, contrary to previous PWS documentation. No historical usage data by individual tank is available, and no map of tank locations has been provided.

Propane Delivery Requirement RFIs Responses
1. For Government-Owned tanks identified in the PWS, please clarify whether the contractor is responsible for maintenance, repair, and replacement of "T Government Owned" tanks, or if these responsibilities remain with the Government. The contractor is not responsible for any of the below government-owned tanks. We have never had to replace a government owned tank, but if that issue does arise we would discuss with the contractor and see the best way forward.
2. Can the government provide us with a history of usage? Sep 2024- August 2025 we used 81,000 gallons. Sept 2025- Mar 2026 we have used 78,254 gallons. A safe estimate would be 75,000- 90,000 gallons yearly per contract dates.
3. Can the Government provide an estimated monthly and seasonal usage breakdown? An estimated cold season usage (Dec- Feb) has been roughly 60,000 gallons total.
4. Given the current volatility in the propane market, please confirm whether any provisions for price adjustment will be included or if offerors are expected to account for all market fluctuations within their proposed firm-fixed price.
No price adjustments; offerors propose a firm fixed price
5. Can a map of tank locations be provided? No map is available.
6. Are we able to install any monitors on tanks? Yes you can install monitors on all tanks.
7. Does the current contactor own all the tanks on site? No
8. Can you please provide the historical usage for each tank for the current contract? No
9. Which tank areas are currently receiving automatic deliveries? All
10. Are the tanks at the Temp Building at Camp Buckner cylinders? Yes
11. Please provide propane usage history for the past two years. See question number 2.
12. For your propane requirements, are you looking for trailer sized loads of propane or bobtail sized loads or both? Question unclear. If inquiring what truck currently makes delivery, it is the same used for residential delivery.
13. What is the name of the tank owner? Not the contractor, but whose tanks are onsite? Superior Propane
