About this opportunity
The National Park Service Northeast Region seeks Project Scoping Assessments at three NPS facilities in the Northeast (Blackstone River Valley Heritage Corridor, Minute Man National Historical Park, and Steamtown National Historic Site), with proposals due August 4, 2026. This is a 100% small business set-aside under NAICS 541618 (Other Management Consulting Services); prime contractors may engage qualified subcontractors for specialized inspection, engineering, architecture, accessibility, historic structure, fire/life-safety, utilities, and cost-estimating work, but the prime must serve as project manager and the majority of the assessment team must consist of prime contractor employees.
Place of performance includes the three named sites in Massachusetts and Pennsylvania, with work performed on-site during 365 calendar days from award. The base task covers comprehensive facility assessments at Blackstone River Valley (Old Slater Mill and Sylvanus Brown House) and Minute Man National Historical Park (Buttrick Estate buildings). Two optional line items add structural and fire/electrical system assessments at Steamtown National Historic Site. Deliverables include condition evaluations, detailed project scopes, cost estimates (Class B standards with federal wage rates, design contingency, and historic preservation factors as applicable), comprehensive reports with UNIFORMAT II coding, and photographic documentation, all formatted for NPS Project Management Information System submission. Consultants must provide licensed professionals (preferred but not required) in engineering, architecture, landscape architecture, accessibility, historic structures, fire/life-safety, utilities, and cost estimation.
Federal Travel Regulations apply; travel costs must be included in pricing. Technical proposals are limited to eight pages (excluding required attachments and resumes); price is evaluated but non-weighted. Service Contract Act prevailing wage rates apply for Rhode Island (Blackstone and Minute Man sites) and Pennsylvania (Steamtown). The contractor must register in SAM, maintain non-disclosure agreements with all personnel, and submit invoices electronically through Treasury's Invoice Processing Platform. Amendment 001, effective July 7, incorporating RFIs 1–7, was issued on July 27; offerors must acknowledge receipt prior to the August 4 deadline. Award is anticipated on or about August 23, 2026.
