About this file
This file contains Questions and Answers addressing seven Requests for Information (RFIs) submitted by potential offerors for the Project Scoping Assessments-FY26 (PSA) solicitation (140P4326Q0050) issued by the Department of the Interior National Park Service Northeast Region.
The government clarifications address structural and submission requirements for this RFQ. The correct NAICS code is 541618, and small business prime contractors may utilize qualified subcontractors for specialized work including inspection, engineering, architecture, accessibility, historic structure, fire/life-safety, utilities, and cost-estimating services. However, the prime contractor must serve as Project Manager controlling the entire project, with a Project Manager also assigned to each individual park list, and the majority of the assessment team must consist of prime contractor employees. Professional licensure is preferred but not required for engineers, architects, landscape architects, accessibility specialists, fire/life-safety specialists, historic preservation specialists, utilities specialists, and cost estimators; all team members must demonstrate knowledge of design, construction, current codes, and industry standards. Site visits will be coordinated with the NPS regional office and individual parks during the kick-off meeting rather than at predetermined dates. Submission requirements specify that the technical proposal is limited to 8 pages, with pricing submitted as a separate attachment outside this page limit. All other submissions, including resumes, are collectively limited to 8 pages, with resumes permitted as separate attachments but not evaluated beyond the combined 8-page threshold. Required attachments per the RFQ and Statement of Work are excluded from the technical proposal page limit.
