About this opportunity

The Department of the Navy's Naval Facilities Engineering Command (NAVFAC) is seeking professional services to support its Public Works Directorate across Atlantic and Pacific operational areas, both domestically and internationally. The solicitation (N62470-24-R-0053) requires contractors to provide comprehensive utility management services, including utility system asset collection, privatization support, advanced metering implementation, cyber security compliance, energy conservation, and technical training development. Proposals will be evaluated across multiple factors including corporate experience, technical/management approach, safety performance, small business utilization, past performance, and pricing. The solicitation requires a minimum 20% small business participation commitment and is unrestricted, using NAICS code 541330 with a size standard of $25.5 million. Proposals are due by February 24, 2025, at 2:00 PM local time in Norfolk, VA.

The contract will be a single-award Firm-Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) with one 12-month base period and four 12-month option periods, with a maximum potential value of $90 million and a minimum guarantee of $10,000. The place of performance is Norfolk, VA, but the work scope covers worldwide Navy installations. Key labor categories include Principal/Program Manager, Project Manager, Senior and Junior Consultants, and specialized technical roles like GIS Analyst and Technical Instructor. Pricing will be based on fully burdened labor rates with preset allocations for travel ($73,296 base year), other direct costs ($5,000-$150,000), and subcontractor labor ($300,000-$1,077,048). The solicitation includes multiple amendments that have refined labor category requirements and extended proposal deadlines, demonstrating the government's commitment to securing a comprehensive and flexible professional services contract.
