About this file
This is a Small Business Participation Commitment Document (SBPCD) form, designated as Attachment D for RFP N62470-24-R-0053, which must be completed by all offerors (both large and small businesses) to document their small business subcontracting commitments for Factor 4 evaluation.
The form requires offerors to indicate their business size status and any applicable socioeconomic categories, provide a breakdown of total contract value and subcontracting amounts, and demonstrate a minimum 20% small business participation requirement. Offerors must detail specific commitments with small business subcontractors through a table showing company names, small business categories, products/services, and nature of commitment (teaming agreements, joint ventures, mentor-protégé agreements, etc.). If the 20% requirement is not met or if no firm subcontractor commitments are in place, detailed explanations are required. Large businesses not intending to subcontract must explain why this would not impact efficient contract performance, while small businesses intending to self-perform 100% are exempt from this explanation requirement.
