Factor 1 Corporate

Experience Basis of

Evaluation

The evaluation factors described on Page 55 clearly place direct work with the Navy as being viewed more favorably than other work. Has the Navy considered whether these type of projects and services have been available to non-incumbent firms through competitive procurement opportunites within the 5 year look back period?

Pursuant to FAR 15.201, offerors are provided an opportunity to ask questions to help them understand government requirements so they can judge whether, or how, they can satisfy those requirements. Thus, this is an improper question.

Propose in accordance with the Solicitation

11 2.5 Table 2 The Technical Safety Course Developer and Technical Instructor require a Licensed Master Electrician. Other positions have degree requirements but no licensing/certifications requirements. Is licensing a requirement for these positions?

Will the government accept project examples for multi-year (Base Year + Option Year) type contracts in which offerors have successfully completed one or more years of performance, but the entire contract period of performance isn't complete?

L.5 EVALUATION FACTORS

1. The solicitation requires the evaluation of price and the following non-price factors.

Factor 1 – Corporate Experience Factor 2 – Technical/Management Approach Factor 3 – Safety Factor 4 – Small Business Utilization Factor 5 – Past Performance on Recent, Relevant Projects

The distinction between experience and past performance is that experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

2. The relative order of importance of the non-price evaluation is the technical factors, Factors 1,2,3, 4, are of equal importance to each other and, when combined are equal in importance to the past performance evaluation/performance confidence assessment factor, Factor 5. When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors) are approximately equal to price.

The importance of price will increase if the Offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
