About this opportunity

USDA Animal and Plant Health Inspection Service intends to award a sole-source purchase order for preventative maintenance services for diagnostic equipment at the LAVECEN laboratory in Santo Domingo, Dominican Republic, with capability statements due June 10, 2026.

The agency has issued this presolicitation notice under FAR 5.101(c) and FAR Part 12 procedures, naming BioAnalytical Instruments (UEI: W5KQZVDTKVK6), located in San Juan, Puerto Rico, as the sole-source contractor. The justification cites that BioAnalytical Instruments is the only qualified service provider in the geographic region with highly trained and certified technicians capable of servicing the specific equipment deployed there. The contract is firm fixed-price with F.O.B. destination; place of performance is Ave. Monumental NO. 52, Los Girasoles, Santo Domingo, Dominican Republic, at the Departamento de Diagnostico.

The scope covers one-year preventative maintenance for eleven pieces of specialized diagnostic equipment: one Bio Tek 40TS Plate Washer, one Bio Tek 800TS Reader, one Sorvall X4R-Pro centrifuge, one Kingfisher Duo extraction system, four Kingfisher Flex systems, and four QuantStudio 5 real-time PCR instruments used for African Swine Fever testing and outbreak response. The Statement of Work includes two scheduled preventive maintenance and calibration visits annually, four included emergency service calls with 48-hour response time at 90 percent compliance, and all labor, parts, and travel costs. Service engineers must have proprietary equipment certification and be capable of acquiring specialized parts. Technicians require escorted access to the BSL-2 containment facility with USDA-provided biosafety training; federal employee accompaniment is mandatory at all times. Data access is restricted; laboratory-generated data cannot be shared without Veterinary Services Management approval. Period of performance runs from award through June 30, 2027.

Responsible sources may submit capability statements; the government reserves discretion to conduct competitive procurement based on responses received.
