About this opportunity
The Centers for Disease Control and Prevention (CDC), a component of the Department of Health and Human Services, intends to award a sole source firm fixed price purchase order for annual maintenance services on a Thermo Orbitrap Fusion Lumos mass spectrometer and an attached Thermo RSLCnano UPLC nano-UPLC system. The CDC has determined that Thermo Electron North America LLC is the only vendor capable of providing the required service and maintenance for these highly complex instruments, which contain proprietary parts manufactured and sold exclusively by the manufacturer. Unity Labs, the service branch of Thermo Electron North America, is the sole provider with access to the necessary training and parts to maintain the instruments at required service levels. This procurement is being conducted under the authority of FAR 13.106-1(b) (Small Purchase Authority) and 10 U.S.C. 2304(c)(1) as a sole source acquisition. Interested vendors may submit responses by December 24, 2025, and the government will consider all submissions received within 15 days of the notice; however, the government retains sole discretion to determine whether to conduct a competitive procurement based on any responses received.
This contract action is not using any set-aside designations and represents a continuation of services from the current incumbent, Thermo Electron North America LLC. The anticipated period of performance spans three years, from January 1, 2026, through December 31, 2028. No specific award value or budget range has been disclosed in this pre-solicitation notice. Contractors interested in responding or identifying their capability to serve as an alternative should contact the Contracting Officer, Denedra Hardy, at qfa5@cdc.gov no later than December 24, 2025. This procurement falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) and PSC code J066 (Maint/Repair/Rebuild Of Equipment—Instruments And Laboratory Equipment).
