About this opportunity

The USDA Office of Contracting and Procurement is announcing, on behalf of the Animal and Plant Health Inspection Service's Veterinary Services, its intent to award a firm-fixed-price purchase order on a sole-source basis to Advanced Control Corporation, Inc. for modernizing the EcoStruxure Building Operation system at the Animal Import Center in Miami, Florida. Capability statements are due November 19, 2026. The notice uses no set-aside and is not a request for competitive quotations, so the sole-source intent is the controlling constraint.

Advanced Control originally installed and currently maintains the existing system. The modernization requires equipment compatible with its proprietary controls while retaining functioning infrastructure and essential temperature monitoring in animal quarantine areas.

The scope covers replacing obsolete building automation controllers, integrating replacement components with the existing system, and performing programming, testing, commissioning, operator training, and documentation. Final acceptance depends on completing all of those deliverables. Out-of-scope work requires written Contracting Officer authorization.

Any responsible source that believes it can meet the requirement may submit a capability statement including company name, UEI, and a technical description of how its proposed alternative meets all stated requirements. The Contracting Officer will use these responses to determine whether competitive procurement is necessary. The attached presolicitation notice contains full response instructions. The notice is classified under NAICS 238210 and PSC N059.
