Competitive Open Season Awards - 8(a) SubPool 5B Awards

Final Awardees List

Due to corrective action taken in response to the dismissed GAO protest B-419024.1, GSA is rescinding the previous decision to not issue any awards under SubPool 5B. GSA has now completed evaluations to make the limited amount of awards possible under SubPool 5B less than the originally anticipated amount of 8 awards. This award announcement is only for the final top ranked and acceptable offers in SubPool 5B. The lowest evaluated score for these awards was 5600 points.

All awardees were confirmed as eligible to receive a competitive 8(a) award by SBA under the assigned SBA Requirement Number of IR1542815884S.

GSA will issue individual notifications to Offeror points of contact who were authorized to access the Offeror's proposal in Symphony at the time of proposal submission.

Note: The companies are listed in alphabetical order and are final awardees.

  1. Agile Decision Sciences, LLC
  2. Alutiiq Solutions, LLC
  3. Tech7 Consulting, LLC
Update #32 ·

Administrative Correction to 8(a) SubPool 1 and 8(a) SubPool 3 Competitive and Flowdown Awards Lists from 8/11/2020

Due to a minor clerical error, an administrative correction is hereby applied to the 8(a) SubPool 1 and 8(a) SubPool 3 Competitive and Flowdown Awardees and Apparent Successful Offerors Lists.

Credence Dynamo Solutions LLC was inadvertently included in the SubPool 1 and SubPool 3 Competitive Awardees and Apparent Successful Offerors Lists on 8/11/2020 when this company should have actually been included in the SubPool 1 and SubPool 3 Flowdown Awardees and Apparent Successful Offerors Lists on 8/11/2020 instead. Credence Dynamo Solutions LLC was eligible for SubPool 1 and SubPool 3 flowdown awards as having 1) been identified already as an awardee in the concurrent OASIS SB Pool 1 On-Ramp Rolling Awards Phase 2 and OASIS SB Pool 3 On-Ramp Final Awards, 2) proposed with all CTA members who are current participants in the 8(a) Business Development program at the time of proposal submission as an awardee in the concurrent OASIS SB Pool 1 On-Ramp Rolling Awards Phase 2 and OASIS SB Pool 3 On-Ramp Final Awards, and 3) been determined eligible by SBA to receive 8(a) contract awards under the assigned SBA Requirement Number of IR1542815884S. Thus an administrative correction is hereby applied moving Credence Dynamo Solutions LLC from a competitive awardee to a flowdown awardee under both SubPools 1 and 3.

Due to the administrative correction described above, the next highest rated Offeror based upon score who passes the Acceptability Review and after Point Evaluations shall be added to the highest-scored offers in accordance with the solicitation.

The previous ranked #31 Offeror WERIS, INC at 6275 points is hereby moved up one spot into the top 30 competitive ranked in SubPool 1 and replaces flowdown awardee Credence Dynamo Solutions LLC in the SubPool 1 Competitive Awardees and Apparent Successful Offerors Lists on 8/11/2020. The final lowest evaluated score for the final top 30 ranked offers in SubPool 1 is simply corrected from 6300 to 6275 points. WERIS, INC is a final awardee. This does not impact any other unsuccessful Offerors’ previous unsuccessful status under SubPool 1.

Furthermore, as there was a two-way tie at rank #20 (i.e., 21 competitive awards total) in the SubPool 3 Competitive Awardees and Apparent Successful Offerors List on 8/11/2020, no next highest rated Offeror is moved up as the final top 20 competitive ranked in SubPool 3 still consists of 20 awards even after flowdown awardee Credence Dynamo Solutions LLC is now moved out of the top 20 competitive ranked in SubPool 3. The final lowest evaluated score for the final top 20 ranked offers in SubPool 3 remains 6300 points.

Update #31 ·

No Competitive Open Season Awards - 8(a) SubPool 6

In accordance with Section M.2(c) of 8(a) SubPool On-Ramping solicitation no. GS00Q-13-DR-0002-8(a), the Government anticipated making 8 awards in 8(a) SubPool 6 including ties at rank 8.

The number of proposals received for SubPool 6, however, was only 1 which is fewer than the number of awards GSA anticipated making to this SubPool of 8. Given the inadequate amount of competition received and the lack of industry interest, GSA determined that it was in the best interest of the Government to not proceed with evaluation and award for SubPool 6.

GSA will issue an individual notification to Offeror points of contact who were authorized to access the Offeror's proposal in Symphony at the time of proposal submission.

This concludes all announcements of the open season competition award decisions.

At this time, open season competition award decisions have not been made. Evaluations are currently ongoing for competitive awards with award decisions anticipated midsummer 2020. Only those Offerors who have received a FAR 15.503(b) Notification of Unsuccessful Offeror have been removed from consideration. If your company has not received such a notification, then your offer is still under evaluation and consideration for award.

GSA will issue individual notifications to Offeror points of contact who were authorized to access the Offeror's proposal in Symphony at the time of proposal submission.

Note: Companies not marked with an asterisk (*) are final awardees for this initial group of 8(a) SubPool 4 flowdown awards. Companies marked with an asterisk (*) are apparent successful offerors pending a pre-award accounting system review. The companies are listed in alphabetical order.

Update #15 ·

The purpose of this amendment is to:
1) Extend the deadline for submission of proposals to 2:00 PM EDT on Friday, June 28, 2019. Note that a number of users have identified an inability to submit their proposal by the previously established deadline due to perceived system issues. GSA has reviewed these issues extensively and determined them to be based on user error, however, GSA will extend the deadline to accommodate users who have difficulty submitting through the system.
The Symphony help desk will be available to respond to tickets submitted before 11:00 AM EDT on June 28, 2019. Should Offerors require assistance from the Symphony help desk, they must submit such help desk tickets no later than 11:00 AM EDT. As such, Offerors are strongly encouraged to "Submit" their proposal by no later than this time, so that, should any issues arise, they may still submit a help desk ticket and have it addressed prior to the 2:00 PM EDT deadline. GSA assumes no responsibility for resolving system issues reported after 11:00 AM EDT - this is the Offeror's sole responsibility.
Offerors who already submitted a compliant and timely proposal are not required to take any action. Note that this amendment is not required to be acknowledged.

Update #14 ·

The purpose of this amendment is to reiterate and clarify the following regarding the Solicitation:

(1) Consistent with the terms of the Solicitation regarding determination of responsibility, Offerors are advised that the Contracting Officer intends to resolve any omissions, deficiencies, or ambiguities observed with respect to Solicitation Section L.5.2.1, Financial Resources, through communications with apparently successful Offerors. Apparently successful Offerors may, upon request by the Contracting Officer, submit information required pursuant to Section L.5.2.1 (e.g., financial statements) directly to the Contracting Officer. Information provided by a component company of any established CTA may be submitted directly to the Contracting Officer without disclosure to other team members.

(2) Consistent with the terms of the Solicitation regarding size status, GSA will not make determinations regarding the status of a concern as a small business. Should matters concerning size status representations arise, they will be referred to the SBA in accordance with FAR Subpart 19.3.

(3) The last amendment to the Solicitation which Offerors are required to acknowledge, per Solicitation Section L.5.1.1(c)2, is Amendment 04. Offerors acknowledging later amendments will not be penalized, however, it is not necessary for Offerors to acknowledge Amendments posted following Amendment 04 for their proposal to be considered acceptable.

All other terms, conditions, and deadlines remain the same. The proposal submission deadline remains unchanged.

Update #13 ·

The purpose of this amendment is to:

1) Revise Section L.5.1.2, L.5.3.1, and L.5.3.3.1 to clarify the use of projects awarded by agencies with specific authority outside the FAR, revisions are highlighted in yellow.

All other terms, conditions, and deadlines remain the same.

Update #12 ·

The purpose of this Amendment is to provide an updated Attachment (11) to correctly reflect the 8(a) SubPools only.

All other terms, conditions, and deadlines remain the same.

Update #11 ·

The purpose of this Amendment is to:

1) Incorporate the additional Questions and Answers (Q&As) via Attachment 17. Please note that these additional Q&As are supplemental to the Amendment 04 Attachment 17. These are Q&As that were submitted through the Google Form prior to the Q&A deadline but not included in Amendment 04.

2) Update Section L.5.1.10(d)7. to change Mentor-Protégé Joint Venture Agreement to Mentor-Protégé Agreement, changes are highlighted in yellow. Related answers provided in Attachment 17 through Amendment 04 should be considered amended to replace references to 'MP/Mentor-Protégé JV agreements" needing SBA approval before submission of an offer with "MP/Mentor-Protégé agreements."

3) Update Section L.5.4 to clarify the mapping requirements in calculating Offeror Past Performance scores, changes are highlighted in yellow.

Acknowledgment of this amendment is not required. All other terms, conditions, and deadlines remain the same.

1) Incorporate the Solicitation Questions and Answers (Q&As) via Attachment (17).
2) Update various areas of Sections G, H, L, and M, changes are highlighted in yellow.
3) Provide Section 508 Compliant Attachments, please note that Offerors only need to utilize those Attachments which have had material changes as necessary (Attachments (9) and (13) are the only Attachments that must be updated for all Offerors).

All other terms, conditions, and deadlines remain the same.

*****NOTE 1: Offerors are specifically encouraged to review the submission criteria for Past Performance under Section L.5.4 as there have been updates that may affect their proposal and scoring.

Update #4 ·

GSA is continuing to finalize the next steps for the OASIS Small Business 8(a) SubPool on-ramps. We anticipate releasing the Request for Proposals (RFP) for the OASIS Small Business 8(a) SubPools on-ramp in late April. We also anticipate releasing the OASIS Small Business Pools 1, 3 and 4 on-ramp solicitation at the same time.

SAM.gov Update: The OASIS program will be using the Symphony online system to receive proposals for all upcoming on-ramps. For IT security and procurement integrity purposes, Symphony requires the first user account corresponding to an Offeror to be one of the company POCs listed in SAM.gov. As such, Offerors are advised to update their SAM.gov POCs as appropriate to ensure timely access to the Symphony system, which will be used both to submit questions related to the solicitation and to receive proposals.

Update #3 ·

As a result of GAO solicitation protest B-408685.18, GSA is reviewing the GAO recommendations impacting the subject On-Ramping solicitation. We expect to complete our analysis of their findings and share with industry next steps on OASIS SB on ramping by late March 2019. Updates regarding next steps will be posted on both our Interact and FBO postings supporting this procurement activity. Thank you.

Update #2 ·

The purposes of this amendment to the presolicitation notice is to:

1. Update the estimated solicitation release date to on or around February 21, 2019;

2. Provide a link to GSA's OASIS InterAct website, where information is available regarding the OASIS SB 8(a) SubPool On-Ramping. This InterAct website includes a Q&A attachment providing answers to questions received related to the 8(a) SubPool On-Ramping (and any other OASIS questions), as well as presentation slides for an informational webinar regarding the 8(a) SubPool On-Ramping which was held on January 14, 2019 (reference: https://www.fbo.gov/index?s=opportunity&mode=form&tab=core&id=b9898131f684ae66f7e72928724ee75a). Note that all material provided on the InterAct page is informal, for informational purposes, and does not take precedence over the final solicitation. The 8(a) SubPool On-Ramping solicitation, upon its release, will take precedence over any informal information/materials previously released by GSA. The GSA OASIS InterAct page is available at the following link: https://interact.gsa.gov/group/oasis-interact-community;

3. Correct typographical errors in the original posting regarding the NAICS codes associated with the SubPools, specifically SubPools 3 and 4 (the original posting inadvertently referred to them as SubPool 1); and

4. Clarify that any questions or communications related to the 8(a) SubPool On-Ramping should be directed to oasisSB@gsa.gov. GSA will not respond to messages sent regarding this On-Ramping to any email addresses (e.g., individual email addresses) other than oasisSB@gsa.gov.
