About this file

This is a Questions and Answers document for a Bureau of Prisons (BOP) pre-solicitation (15BRRC27R00000003) for Residential Reentry Center (RRC) Services and Home Confinement (HC) Services in Houston, Texas.

The requirement encompasses up to 100 RRC beds representing additional capacity beyond BOP's currently contracted Houston placements. Services must be located within Houston city limits. The contract structure consists of one base year and four option years with a possible six-month extension, with commencement occurring 120 days post-award. No upfront mobilization payments or defined mobilization periods are authorized before residents must be accepted. Initial staffing shall reflect estimated maximum placement numbers. The BOP will not consider government ownership alternatives, separately structured facility acquisition or lease arrangements, or phased-in occupancy before full capacity is available. Pricing structure and specific compensation rates for RRC and HC placements will be disclosed during the solicitation phase, and the BOP does not provide historical or projected average daily utilization statistics.

Offerors may propose facilities not yet built or operational, provided they submit a sequential construction schedule demonstrating how availability requirements will be met. Buildings meeting all applicable requirements will be considered, including newly constructed modular or multi-story facilities compliant with applicable codes. Facility inspections, certifications, construction readiness requirements, and personnel qualifications are addressed in the solicitation and Statement of Work (SOW). Under Federal Acquisition Regulation (FAR) termination provisions, contractor-funded facility investments or unamortized expenses are not reimbursable upon early government termination or option decline; payment is limited to work performed, deliverables, and allowable costs. Evaluation criteria and staffing requirements, including minimum qualifications for the Facility Director, are detailed in the solicitation Section M and the SOW.
