About this opportunity
The Federal Bureau of Prisons is procuring secure juvenile residential services for male and female federal offenders in Garza County, Texas via RFP 15BRRC26R00000006, with proposals due October 30, 2026 at 2:00 p.m. EST. The Bureau intends to award a single provider under an indefinite-delivery, indefinite-quantity contract with firm fixed unit prices (daily inmate rates).
Place of performance is Garza County, Texas. The contractor must ensure facility operability within 120 days of award and maintain a total of 20 beds available for any combination of male and female juveniles. The base period (one year) guarantees a minimum of 13 beds (4,758 mandays) with an estimated maximum of 20 beds (7,320 mandays). Four one-year option periods follow the same capacity structure, with option year four accounting for a leap year (7,320 mandays) and the contract potentially extending an additional six months.
Services must comply with the Statement of Work titled "Juvenile Secure SOW March 2025" and include 24/7 direct supervision with staffing ratios of one staff per eight juveniles during waking hours and one per 16 during sleeping hours; minimum 50 hours of quality programming weekly; medical, dental, and mental health services; and work release management with employment accountability and urine surveillance. The contractor must achieve American Correctional Association accreditation or work toward it, maintain PREA compliance including external audits at no additional cost, and appoint a Facility Director holding a baccalaureate degree and five years of juvenile justice experience.
Evaluation prioritizes past performance (most important), followed by technical and management factors, then price (least important). Technical criteria include site location validity and suitability, community relations program, accountability systems, programs and reentry services, facility design and compliance, and personnel recruitment and retention. All employees require 40 hours of pre-service training and 24 hours of annual training for direct supervision staff. The contractor must enroll in E-Verify by award or within 30 days thereafter. Subcontracting goals include 36.36 percent small business, 5 percent small disadvantaged business, 5 percent women-owned small business, 5 percent service-disabled veteran-owned small business, and 3 percent HUBZone. Service Contract Labor Standards (prevailing wage determination 2015-6007, revision 6, effective August 12, 2026) apply. Vendors must complete DOJ cybersecurity attestation confirming Multi-Factor Authentication, encryption at rest and in transit, routine vulnerability scanning, 24/7/365 monitoring, and vulnerability remediation timelines of 30 days for critical or high risk and 90 days for medium risk. Financial capability will be evaluated pre-award through bank reference letters and audited financial statements.
