About this opportunity

The Federal Bureau of Prisons Central Office seeks proposals for secure juvenile services, with in-house beds for male and female federal juvenile offenders in Garza County, Texas, under RFP 15BRRC26R00000006, due October 30, 2026 at 2:00 p.m. Eastern. The Set Aside line reads "No Set-Aside Used," and the Government intends to award a single provider because the services are interconnected. Amendment 0001 (September 17, 2026) changed terms F.2 RRC, L.5 RRC, and M.4 RRC to 120 days, and Amendment 0002 (October 27, 2026) updated G.5 RRC and F.1 RRC.

Place of performance is Garza County, Texas, with the listed location at Enochs, TX 79324. The contract is an indefinite-delivery, indefinite-quantity arrangement with firm fixed unit prices, a one-year base period, and four one-year option periods. The guaranteed minimum is 13 beds (4,758 mandays) and the estimated maximum is 20 beds (7,320 mandays) during the base period, filled with any combination of males and females. Pricing is a fixed daily rate per inmate, paid monthly on Average Daily Population from SENTRY census data, and offerors price the base period and each option. The facility must be fully operational within 120 days of award.

Requirements under the March 2025 Statement of Work include 24/7 direct supervision at one staff member per eight juveniles during waking hours and one per 16 during sleeping hours, compliance with American Correctional Association standards and PREA, and a facility director holding a baccalaureate in behavioral science with five years of juvenile justice experience. Personnel require background checks and NCIC/NLETS clearance. The Government must approve Facility Director, Assistant Director, School Principal, Food Service Manager, Director of Psychology, Security Supervisor, and Casework Supervisor. Offerors must provide site approval documentation, law enforcement and community notifications, and an environmental checklist disclosing public uses within a half-mile radius. The vendor attestation requires U.S.-only data storage, access limited to U.S. citizens, and breach reporting within one hour of actual discovery. Contractors must enroll in E-Verify within 30 days of award if not already enrolled. Service Contract Act Wage Determination 2015-6007, Revision 6, applies.

Evaluation prioritizes past performance and technical/management factors, combined as non-price factors, significantly over price. Past performance and technical factors cover accountability, programs, community relations, site validity and suitability, personnel, and communications and responsiveness. Proposals are emailed as three PDF volumes to the Contracting Officer: Technical/Management, Business (Sections A, B, J, and K), and Past Performance. Offerors must notify the Contracting Officer six hours before closing. The Government reserves the right to award without discussions. Point of contact is Matthew Comstock, Contract Specialist, mcomstock1@bop.gov. NAICS is 623990, Other Residential Care Facilities, and PSC is G004, Social Rehabilitation.
