About this file

This is a Secure Juvenile Service Compliance Matrix issued by the Bureau of Prisons in February 2016 that outlines evaluation criteria and proposal preparation instructions for offerors seeking a federal contract to operate a secure juvenile correctional facility.

The document specifies evaluation factors across two primary categories: Past Performance and Technical/Management. Past Performance evaluation assesses five areas: Accountability (developing juvenile offender accountability programs), Programs (quality programming for community reintegration), Community Relations (acquiring and maintaining public support), Personnel (recruiting and retaining qualified staff), and Communication and Responsiveness (ensuring open communications with customers). Offerors must submit information on their five most relevant contracts performed within the past three years, with each submission not exceeding three pages and including contracting activity name, contract number, type, value, and contact information for the contracting officer, program manager, and administrative contracting officer, along with a narrative describing performance in specified categories.

Technical/Management evaluation addresses six factors: Site Location (validity, suitability, and community relations), Accountability (offender accountability procedures and staffing patterns), Programs (service delivery and treatment assessments), Facility (quality, code compliance, and 120-day operational availability), and Personnel (recruitment, training, and retention strategies). Specific submission requirements include a Community Relations Plan (2 pages maximum), Offender Accountability Plan (10 pages), Service Delivery Plan (15 pages), facility documentation, 120-day availability plan (3 pages), and Personnel Resources Plan (10 pages). Offerors must provide proof of site control, zoning approval, community notifications to law enforcement and local government, and evidence of community support. All proposals must be submitted in three volumes: Technical/Management (original and three copies), Business Proposal (original and one copy), and Past Performance (original and one copy, not exceeding 15 pages total).
