About this opportunity
The United States Air Force, 96th Test Wing at Eglin Air Force Base, Florida, seeks to award a multiple award IDIQ contract for powertrain and component repair parts (foreign and domestic) for target assets supporting weapons development and integration testing, with proposals due September 14, 2026. This is a 100% small business set-aside under NAICS 336992 with a 1,500-employee size standard, foreclosing competition outside that pool. Questions are due August 31, 2026.
Place of performance is Eglin, Florida. The contract covers overhauled/rebuilt engines, transmissions, clutch packs, final drives, auxiliary drives, drive motors, and repair parts for military armored vehicles, radar systems, trucks, and watercraft. Deliveries are required Monday–Friday between 0700–1400 hours at 96 TW/LMCA, 505 N. Florida Ave., Eglin AFB, FL 32542. Standard delivery is 120 calendar days for overhauled/rebuilt parts and 140 calendar days for new repair parts after receipt of order; expedited delivery is available in 40 calendar days. All overhauled/rebuilt components must be 100% ready to install per applicable technical manuals, Depot Maintenance Work Requirements, Object Design Motor/Transmission Books, and Original Equipment Manufacturer specifications, with performance test records including oil pressure checks, compression, shift pressures, and dynamometer results for acceptance verification.
The contract is structured as a 5-year base period plus a 5-year option, totaling 10 years potential. The Government anticipates awarding no more than eight IDIQ contracts. Contract value ranges from a minimum of $100 to a maximum of $4,706,351.30, with the same limits per individual order. An immediate Delivery Order 1 for a Logistics Support Plan will be issued to all awardees at $1,000 upon award.
Evaluation for IDIQ award uses Highest Technically Rated with Fair & Reasonable Price (HTR-FRP); subsequent delivery orders are evaluated Lowest Price Technically Acceptable per line item. IDIQ proposals are evaluated in three steps: contract completion verification, technical proposal evaluation (capability and quality control on Acceptable/Unacceptable basis), and past performance review. An "Acceptable" rating is mandatory across all criteria; any "Unacceptable" rating renders the entire proposal ineligible. Offerors may rely on subcontractor experience and capabilities. Proposals must include three volumes: Volume I (SF 33, Initial DO Logistics Plan, representations and certifications), Volume II (Technical Proposal demonstrating capability), and Volume III (Past Performance). Volumes II and III combined may not exceed 30 pages. The DO1 Logistics Plan is submitted as a standalone document with no page limit and must be delivered within 30 days of order receipt. Contractors providing only repair and overhaul support or parts acquisition may limit their response accordingly. Contractors must achieve current SPRS assessments, CMMC Level 1 compliance, and maintain current SAM representations and certifications. PSC is 2350.
