About this file
This document is Section M of a federal solicitation establishing the evaluation criteria and award methodology for an Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contract.
The Government will award up to eight IDIQ contracts to responsible offerors whose proposals are rated technically acceptable based on a Highest Technically Rated with Fair & Reasonable Price (HTR-FRP) evaluation methodology conducted under Revolutionary Federal Acquisition Regulation Overhaul (RFO) 15, as supplemented by Defense RFO and Air Force procedures. All awarded contractors will be eligible to compete for future delivery orders, which will be evaluated separately using a Lowest Price Technically Acceptable (LPTA) approach per line item. The evaluation process consists of four sequential steps: (1) Contract Completion verification ensuring proposals contain all necessary elements per Volume I requirements; (2) Technical Proposal Evaluation assessing Capability Statements and Quality Control Plans on an Acceptable/Unacceptable basis; (3) Past Performance Review for proposals rated acceptable in Steps 1 and 2; and (4) Award decisions based on Total Evaluated Acceptability (TEA) rankings, not to exceed eight contracts. An "Acceptable" rating is mandatory for all evaluation criteria; any portion rated "Unacceptable" renders the entire proposal ineligible for award. The Government reserves the right to award without discussions and may make no awards if deemed in the Government's best interest. Offerors must comply with all solicitation requirements outlined in Volumes I, II, and III of Section L and clearly identify any exceptions with supporting rationale.

Section M - Evaluation for Award
A. Basis for Contract Award:
This is a Highest Technically Rated with a Fair & Reasonable Price (HTR-FRP), source selection conducted in accordance with Revolutionary Federal Acquisition Regulation
Overhaul (RFO) 15, Contracting by Negotiation, as supplemented by the Defense
Revolutionary Federal Acquisition Regulation Overhaul Supplement (DRFO), DoD
Source Selection Procedures, and Air Force Mandatory Procedures 5315.3. These regulations are available electronically at the Air Force RFO
Site, https://www.acquisition.gov/.
The Government will award multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts (not to exceed 8) from this solicitation to responsible and capable offerors whose proposals are determined to be technically acceptable. The evaluation of the IDIQ contract award will be based on the vendors' technical capabilities and past performance.
All vendors awarded IDIQ contracts will be eligible to compete for future delivery orders.
Each delivery order issued under this IDIQ will be competed amongst the awardees and evaluated using Lowest Price Technically Acceptable (LPTA) per line item, conducted in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) 16.5, Indefinite-Delivery Contracts.
A contract may be awarded to an offeror who is deemed responsible in accordance with RFO 9.1, as supplemented, whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation) and is judged, based on the evaluation criteria, to represent the Highest Technically Rated with a Fair &
Reasonable Price (HTR-FRP) proposal.
B. Number of Contracts to be Awarded:
The Government expects to award multiple Indefinite Delivery, Indefinite Quantity
(IDIQ) contracts under this Multiple Award Contract (MAC) solicitation to Contractors deemed technically acceptable. However, the Government reserves the right to make no awards if that is determined to be in the best interest of the Government. The IDIQ contracts to be awarded from this Solicitation shall not exceed 8.
C. Discussions:
https://www.google.com/url?q=https%3A%2F%2Fwww.acquisition.gov%2F
The Government intends to evaluate proposals and award contracts without discussions;
therefore, offerors should submit proposals that represent their best efforts. If discussions are necessary for clarification purposes, that will occur at CO discretion and take place via electronic communication. If the offeror’s proposal has been evaluated as acceptable at the time discussions are closed, any changes or exceptions to the final proposal are subject to evaluation for award.
D. Solicitation Requirement, Terms and Conditions:
Offerors are required to meet all solicitation requirements outlined in Volume I, II and III in Section L (RFP Attachment 1). Failure to comply with the terms and conditions of the solicitation may result in the offeror’s proposal being determined ineligible for award.
Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable.
E. Evaluation Criteria:
Evaluation Criteria for IDIQ Award
The following evaluation Steps will be used to evaluate each proposal for the initial IDIQ award on an Acceptable/Unacceptable basis.
• Step 1: Contract Completion (Proposal contains all necessary elements per Volume I)
• Step 2: Technical Evaluation
• Element 1: Capability Statement
• Element 2: Quality Control Plan
• Step 3: Past Performance
An "Acceptable" rating is required for all Evaluation Criteria for an offeror to be considered technically acceptable and eligible for an IDIQ award. Any portion of the
Proposal being rated "Unacceptable" will render the entire proposal unacceptable.
Evaluation of Delivery Orders
All subsequent delivery orders will be awarded to the IDIQ contract holder who provides the Lowest Price Technically Acceptable (LPTA) per line item offer for that specific order. The Government will select the proposal or proposals with the lowest evaluated price per line item from among those meeting the acceptability standards.
F. Technical Proposal Evaluation:
For the purposes of technical evaluation, the term “offeror” will include any proposed teaming arrangements. The Government’s technical evaluation team shall evaluate the technical proposals on an acceptable or unacceptable basis, assigning one of the ratings described in Table 1 for each element. Any portion of the proposal evaluated as
“Unacceptable” will render the entire proposal unacceptable and ineligible for award.
Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. However, the offeror is reminded that the
Government reserves the right to award this effort based on the initial proposal, as received, without discussion.
Table 1. Technical Acceptable/Unacceptable Ratings
Rating Description
Acceptance Proposal meets the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
G. Summary of Evaluation Process:
The Government will award up to 8 Contracts to the Highest Technically Rated offerors whose proposals meet the Acceptance Standards for all Criteria. The Government reserves the right to award without discussions. Only those offerors determined to be technically acceptable, either initially or as a result of discussions, will be considered for award.
The evaluation process to be used is as follows:
• Step 1: Contract Info Proposal Completion. The Government will evaluate all responsive proposals to make sure that they are complete and compliant to the standards listed for Volume I in Section L (RFP Attachment 1). Proposals will be rated as Acceptable or Unacceptable.
• Step 2: Technical Proposal Evaluation. The Government will evaluate all responsive technical proposals against Technical Element 1 (Capability
Statement) and Technical Element 2 (Quality Control Objectives). Proposals will be rated as Acceptable or Unacceptable.
• Step 3: Past Performance Review. All proposals rated as acceptable under Step
1 and Step 2 will then be evaluated for Past Performance.

Acceptability (TEA). Awards will be made to the most technically acceptable, and responsible offerors, not to exceed 8.
