About this file

This is Section L (Instructions, Conditions and Notices to Offerors) of a Request for Proposals (RFP) for a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract issued by the U.S. Air Force. Proposals are due by September 14, 2026 at 1300 CST and must be submitted electronically via email (maximum 10MB per email, with DoD SAFE alternative available). The contract vehicle is structured as an IDIQ with a maximum of 8 awardees. An immediate Delivery Order 1 (DO1) for a Logistics Plan will be issued to all awardees at $1,000 per eligible awarded contractor upon contract award; there is no pricing requirement for the base IDIQ contract itself.

Offerors must submit three separate proposal volumes: Volume I (Contract Info) containing a completed and signed SF 33 form, Initial DO Logistics Plan, and representations and certifications; Volume II (Technical Proposal) demonstrating capability to overhaul/rebuild powertrain components or deliver relevant parts and describing quality control and resolution processes; and Volume III (Past Performance) containing relevant project references from the past five years. The technical proposal and past performance sections combined cannot exceed 30 pages. The Government will evaluate proposals using a Highest Technically Rated with Fair & Reasonable Price (HTR-FRP) method for IDIQ award, with subsequent delivery orders evaluated on a Lowest Price Technically Acceptable (LPTA) per line item basis. Key responsibility requirements include current SPRS assessments, CMMC Level 1 compliance, and current SAM representations and certifications. Questions must be submitted to Amanda Lee (Contracting Officer), Satsuki Bowman, or Matthew Foil no later than August 31, 2026, with proposals formatted in Times New Roman 12-point font on standard 8.5 x 11-inch pages.
