This is a Request for Proposal (RFP) for a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for powertrain repair parts.

The 96th Test Wing at Eglin Air Force Base, Florida is seeking qualified small business contractors to provide powertrain and component repair parts (foreign and domestic) for target assets. The contract is 100% set aside for small businesses under NAICS code 336992 with a 1,500-employee size standard. The total contract value ranges from a minimum of $100 to a maximum of $4,706,351.30, with the same minimum and maximum limits applied per individual order. The initial ordering period runs from September 24, 2026 through September 23, 2031, with an optional five-year extension through September 23, 2036. Sealed offers must be received by 1:00 PM local time on September 14, 2026. The Government anticipates awarding no more than eight multiple-award IDIQ contracts resulting from this solicitation, with fixed-price delivery orders issued under the base contract. Evaluation will consider price as a primary factor, and HUBZone small business concerns receive a 10% price evaluation preference unless they waive it. Payment will be made electronically through the Wide Area WorkFlow (WAWF) system, and all invoicing must comply with DFARS requirements for item unique identification and valuation. The contracting office is located at Eglin AFB, FL with primary contacts Anthony Saporito (850-882-1941) and Amanda Lee (850-882-3194). On-ramping of additional contractors may be permitted at the Government's discretion, while off-ramping may occur due to contractor request, documented performance issues, or failure to submit timely proposals within 12 months.
