About this file

This document is an attachment outlining the Powertrain Component Overhaul, Repair and Parts Ordering Procedures for a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contract (FA2486-26-RB004) with the U.S. Air Force 96th Reconnaissance and Surveillance Squadron/Reconnaissance and Navigation Reconnaissance Team (96 RANSS/RNRT). The contract is for five years with an optional five-year extension and covers powertrain and component repair parts for both foreign and domestic target assets to support weapons development and integration testing, characterization, analysis, and evaluation activities.

Delivery orders under this contract will be issued through Fair Opportunity Proposal Requests (FOPRs) following FAR 16.507-2 procedures, with emphasis on fostering competition among all IDIQ participants. For parts acquisitions, contractors will submit line-item pricing including shipping costs, with the Government retaining the right to divide orders among multiple contractors as needed. For overhaul and repair work, contractors will provide a single all-inclusive price per item including return shipping. Evaluation will primarily use a Lowest Price Technically Acceptable method per line item, though trade-off evaluation may be employed when scheduled delivery is prioritized over cost, as specified in individual FOPRs. The contract allows for on-ramping additional contractors at the Government's discretion and off-ramping existing contractors for documented performance issues, contractor requests, or failure to submit timely proposals within 12 months, with contractors receiving 30 days to respond to an off-ramping notice before removal from the vendor pool.
