About this opportunity

The Department of the Army Contracting Command, Aberdeen Proving Ground seeks prototype solutions for a Portable Patient Transport System (PPTS), a man-portable biocontainment unit for transporting single non-ambulatory infectious patients by air, rail, ground, or sea, with Solution Brief submissions due July 20, 2026. The procurement will award multiple Prototype Other Transaction Agreements under 10 U.S.C. 4022 authority.

Place of performance is Natick, Massachusetts. The NAICS code is 339113 (Surgical Appliance and Supplies Manufacturing); PSC is 4240 (Safety and Rescue Equipment).

Mandatory threshold requirements include 0.01 inches of water gauge negative pressure differential, head-to-foot airflow at 12 air exchanges per hour, 99.97% filtration efficiency at 0.3 microns using NIOSH-certified filters, 3-liter liquid containment capacity, 12-hour continuous battery operation with hot-swap capability, and SAE J3027 crash compliance for vehicle transport. The system must achieve airworthiness certification for C-17, C-130, KC-135, and HH-60 aircraft per MIL-HDBK-516, obtain FDA 510(k) marketing authorization, comply with NATO STANAG 2040 litter compatibility, and meet Berry Amendment sourcing requirements. Offerors must address rapid 15-minute setup capability post-familiarization training and support mechanically ventilated patients.

The Government intends to award up to five Prototype OT Agreements for Segment I (Phase I), with each awardee delivering up to 30 systems targeting TRL 5 within 90 days of award. Downselection to up to two performers occurs for Segment II (Phases II and III), delivering 10 additional systems per awardee with TRL 6–8 progression. Upon successful completion by final selected performer(s), the Government may award a non-competitive follow-on production contract for up to 476 units over four years without competitive procedures. Evaluation prioritizes technical merit, innovation, intellectual property strategy, and affordability. The Government strongly prefers Unlimited Rights for all technical data and intellectual property. Proposals must demonstrate compliance with 10 U.S.C. 4022(d)(1) through participation from non-traditional defense contractors and/or small businesses. Questions were due June 17, 2026. Amendment 0002 (July 14, 2026) extended the deadline and revised the Statement of Objectives and Call for Solutions; Amendment 0001 (July 8, 2026) broadened the filter certification standard from NIOSH HE to NIOSH-certified filters.
