About this file

This is a Questions and Answers document for the Portable Patient Transport System (PPTS) prototype solicitation W911QY26SPPTS02, issued by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground. The Q&A addresses 18 clarifying inquiries submitted by potential offerors regarding technical requirements, testing criteria, and operational specifications outlined in the Statement of Objectives (SOO).

Key technical clarifications include: rapid depressurization testing will be conducted per MIL-STD-810 Test Method 500.6 Procedure III at an altitude of 50,000 feet; negative pressure differential and airflow will be verified using calibrated manometers, smoke generators, and anemometers; the PPTS must be set up for full use within 15 minutes after familiarization training; operating temperature requirements must be met as specified in Table 2 of the SOO (addressing concerns about extreme temperatures from -25°F to 120°F); exhaust filters are preferably located outside the containment enclosure; and the PPTS must comply with airworthiness requirements per MIL-HDBK-516 and JECETS standards, SAE J3027 crash compliance, and NATO litter compatibility standards per STANAG 2040. Additional requirements clarified include Health Hazard Assessment completion at Phase I, operator and maintenance manuals provision without mandatory vendor training, compatibility identification with EPA-registered disinfectants, Night Vision Imaging System (NVIS) radiance requirements per MIL-STD-3009, and potential 5-point patient restraint integration for crash test compliance. The document confirms no specific brand preference for gloves, no removable rain cap requirement if rain protection is integrated, and that the AMBUS ambulance litters are NATO-compatible with the PPTS secured to the NATO litter, which then attaches to the gurney.

PPTS Program Scope Questions - Answer Review

Questions Without Answers Found in three Excel Q&A Files posted

1. Will prototypes that are able to be deployed in less time be considered more desirable?

No. The only desire is for the threshold requirement from Table 2 of the SOO to be met: “Once familiarization training has been completed, individuals wearing personal protective equipment should be capable of setting up the enclosure for full use, including function checks, within 15 minutes.”

2. Regarding Berry amendment requirements, what phase does the product need to be berry compliant by and will waivers be considered?

This question has been addressed in the previously posted Q&A.

3. What are the testing criteria for the Government Test method for Force Protection Threshold Requirement?

The negative pressure differential will be verified using a calibrated manometer to measure the differential pressure between the ambient atmosphere and inside the containment enclosure.

The airflow direction will be verified by placing a smoke generator inside the containment enclosure and visually observing the airflow pattern.

The air changes per hour will be verified by (1) measuring the volume of the containment enclosure using a calibrated measuring device and (2) measuring the airflow rate of the filtration system using a calibrated anemometer. These two values will then be used to calculate the ACH.

4. Is a removable rain cap required if rain protection is integrated into the filter?

No.

5. Will the program accept an exhaust filter located inside the containment envelope?

The preference is for the exhaust filter to be located outside the containment enclosure.

6. Patient care requirements specify glove sizes. Is there a standard/brand already in use?

There is no brand already in-use and there is no preference for a particular brand. However, the gloves should meet the Desired Requirements listed in Table 2 of the SOO.

7. Can the PPTS be set up without a manual or system training?

Operator and maintenance manuals are required to be provided by the vendor per paragraph 4.2.8 of the SOO. Training is not required to be provided by the vendor.

8. What phase must the HHA requirement be completed by?

The Health Hazard Assessment (HHA) is required at Phase I per Table 2 of the SOO. Note that there are additional safety documentation requirements listed in paragraph 4.2.7 of the SOO.

9. Are the ambient operating temperature requirements intended for operation without a patient inside?

The PPTS must meet the operating temperature requirements in Table 2 of the SOO.

10. Will PPTS provide a definitive list of EPA-registered disinfectants?

https://www.epa.gov/pesticide-registration/selected-epa-registered-disinfectants

The EPA website above provides lists of registered disinfects for various types of viruses, pathogens, spores, etc. The vendor should identify which disinfectants their system is compatible with per Table 2 of the SOO.

11. Can the low battery display requirements be reconciled with night-vision compatibility requirements?

To obtain airworthiness in accordance with MIL-HDBK-516, the PPTS display shall meet the applicable Night Vision Imaging System (NVIS) Radiance (NR) requirements specified in MIL-STD-3009 to ensure no visual interference or blooming occurs during aircrew night operations.

12. How severe will the depressurization event be during airworthiness testing?

Rapid depressurization/decompression will be tested in accordance with Test Method 500.6 Procedure III of MIL-STD-810. Note that one test will be conducted at an altitude of 50,000 ft.

13. Will PPTS provide dimensions/requirements for standard stanchions used during military air transport?

https://www.coemed.org/files/stanags/03_AMEDP/AMedP-2.1_EDA_V1_E_2040.pdf

The stanchions are designed to be compatible with the NATO litter. STANAG 2040 (available at the link above) provides dimensions of the NATO litter in paragraphs A.1 and A.2, and dimensions of the stanchion interface in paragraphs 3.4 and 3.5. In order for the litter to fit in the stanchions with the PPTS attached, the PPTS must (1) fit within the bounds of the NATO litter and (2) not cover or block the litter handles where they connect to the stanchions.

14. Will specifications for UFM 82 / 83 and AMBUS ambulances be provided?

The AMBUS litter stanchions are NATO litter compatible per the specifications described in #13.

The UFM 82 and UFM 83 have gurneys similar to commercial/civilian ambulances. The PPTS will be secured to the NATO litter, and the NATO litter will be secured to the gurney.

15. Will specifications for the NATO and non-NATO liters be provided?

See #13 above for the NATO litter. Dimensions of the other litters can be obtained from those vendor websites or through NSN lookup websites.

16. When asking for airworthiness in accordance with MIL-HDBK-516, are you also requiring compliance with JECETS (Joint Enroute Care Equipment Test) standards?

Yes.

17. As you’ve requested SAE J3027 crash compliance, will a 5-point patient restraint integration be required?

A 5-point harness may be necessary to pass the SAE J3027 crash tests. There may be other factors that would determine if one is necessary.

18. Operating a isolation stretcher in ambient temperatures up to and surpassing 120 F / 49 C or down to and below -25 F / -32 C puts the patient at risk. Can you clarify whether these are operating temperatures or thresholds for system materials?

See response to #9.
