About this file
This is a Request for Information (RFI) related to a revised Portable Patient Transport System (PPTS) prototype acquisition strategy. The Department of the Army cancelled its previous Call for Solutions (CFS) for the PPTS but retained the same technical requirements and Statement of Objectives (SOO). The Government has clarified its SOO by distinguishing absolute minimum requirements (Thresholds) from desired capabilities (Objectives). The primary modification to the acquisition strategy shifts Phase 1 from a fixed requirement of thirty (30) prototypes to "up to thirty (30) prototypes," with final quantity determined at time of award based on available funding.
The RFI seeks to identify specific requirements or standards from the previous SOO that may have acted as absolute barriers to participation, though the Government is not requesting general design recommendations or vendor-specific product enhancements. Submissions of questions or feedback must be received by 17 June 2026 at 1600 Eastern Time. The revised CFS (W911QY26SPPTS02) intends to award multiple Prototype Other Transaction (OT) Agreements to offerors with the most advantageous Solution Briefs under 10 U.S.C. 4022 authority and BAA protocols. Inquiries should be directed to Agreements Officer Dan Adams (dan.l.adams2.civ@army.mil) or Agreements Specialist Christine Halamoutis (christine.m.halamoutis.civ@army.mil). The solicitation is issued by the Department of the Army Materiel Command, Army Contracting Command Aberdeen Proving Ground.
