About this file
This is a Capabilities Assertion Matrix that serves as an evaluation tool for the Portable Patient Transport System (PPTS) prototype solicitation. Offerors must complete this matrix and include it within their 15-page Solution Brief to demonstrate compliance with six threshold-level Force Protection requirements. The matrix requires offerors to assert their compliance status (Met, Partially Met, Not Met, or Exceeds) for each requirement and provide specific references to supporting evidence in their Supporting Data Package.
The six requirements address critical performance specifications for the PPTS enclosure: maintaining a negative pressure differential of at least 0.01 inches of water gauge, directing airflow from patient head to foot, providing a minimum of 12 air exchanges per hour, achieving 99.97% filtration efficiency for 0.3-micron particles, utilizing NIOSH HE certified filters, and containing at least 3 liters of liquid contamination without leaking. This matrix is part of the Army's evaluation criteria for selecting offerors to receive invitations to submit a full Request for Solution Proposal (RSP) under the PPTS Call for Solutions (CFS) issued under BAA authority. The Army intends to award multiple Prototype Other Transaction Agreements to the most advantageous offerors, with the Agreements Officer and Specialist contact information available for questions.
