About this file
This is a Letter of Amendment extending the submission deadline for a Portable Patient Transport System (PPTS) prototype solicitation. Amendment 0002, dated July 14, 2026, revises the Call for Solutions (CFS) issued under 10 U.S.C. 4022 authority against Army Open Solicitation W9128Z-25-S-A002 under BAA authority. The amendment extends the Solution Brief submission deadline to July 20, 2026, and references an updated Final Statement of Objectives dated July 14, 2026, along with the revised Call for Solution document. Offerors must submit a single consolidated Solution Brief responding to the evaluation criteria outlined in Section D of the CFS.
The Department of the Army Materiel Command, Army Contracting Command Aberdeen Proving Ground intends to award multiple Prototype Other Transaction (OT) Agreements to the most advantageous offerors based on technical evaluation. All written communications must be directed exclusively to the Agreements Officer, Dan Adams (dan.l.adams2.civ@army.mil), or Agreements Specialist, Christine Halamoutis (christine.m.halamoutis.civ@army.mil). Unauthorized contact with other government personnel may constitute an Organizational Conflict of Interest and result in offeror exclusion from the competition. This amendment supersedes previous versions issued on June 9, June 17, June 22, July 8, and July 8, 2026.

Department of War U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Natick Contracting Division (NCD) SUBJECT: Amendment 0002 to Call for Solutions (CFS) W911QY-26-S-PPTS-02 and Associated Statement of Objectives (SOO) PROJECT TITLE: Portable Patient Transport System (PPTS) DATE: 14 July 2026
