About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis seeks provision, maintenance, and servicing of portable latrines, toilets, showers, and handwash stations at Fort Rucker, Alabama, with proposals due August 10, 2026. This is a Women-Owned Small Business (WOSB) or Economically Disadvantaged Women-Owned Small Business (EDWOSB) set-aside with a total award value of $9 million USD across a one-year base period plus four optional one-year renewals through September 30, 2031.
Place of performance is Fort Rucker, Alabama and multiple training locations within a 15-mile radius. The base year period of performance runs October 1, 2026 through September 30, 2027. The solicitation specifies 43 standard portable toilets and one ADA-compliant unit under CLIN 0001, with long-term units required to be new and unused in beige color. Contractor must service these units weekly with cleaning, waste removal, consumable replenishment (toilet paper, hand sanitizer), and compliance with TB MED 577 potable water standards, DoD regulations, OSHA, and ADA requirements. Portable shower units require self-contained potable and grey water tanks with daily cleaning and disinfection. Relocation is limited to four times annually. The site has no water availability, a critical operational constraint. Contractors must obtain permits, licenses, and compliance documentation; provide iWATCH training certificates within 30 days of award; maintain an approved chemical list and spill response plan; and perform emergency spill response and reporting.
The incumbent is Martin Environmental Services (contract W9124G-21-P-0008, valued at $109,000, previously limited to ranges and training areas). The new requirement expands services to Morale, Welfare and Recreation facilities and installation-wide command events. The NAICS code is 562991, Septic Tank and Related Services. The PSC code is X1ND, Lease/Rental of Sewage and Waste Facilities. Prevailing wage rates apply under Service Contract Act Wage Determination 2015-4631. Amendment 0001 was posted July 24, 2026 and added a Questions attachment. The contracting officer is Shonta Curtis, (334) 255-3616, shonta.l.curtis.civ@army.mil.
