About this file

This is a Questions and Answers document for a federal contract solicitation involving portable toilet and handwash station services at a military installation.

The contract represents an expansion of the incumbent Martin Environmental Services contract (W9124G-21-P-0008), valued at $109,000.00, which previously provided limited-scope services exclusively for ranges and training areas. The new requirement expands services to include Morale, Welfare and Recreation (MWR) facilities and other command events across the entire installation. The Base Year Period of Performance is 30 September 2026 through 29 September 2027. The solicitation specifies 43 total units for CLIN 0001, comprising 42 standard portable toilets and 1 ADA-compliant unit. Long-term units required under PWS sections 5.2, 5.3.1, and applicable Technical Evaluation (TE) sections, as well as CLINs 0002 and 0003, must be new and unused in beige color. As-Required and Annual Event requirements may be supported from the contractor's existing inventory. The site has no water availability, which is a critical operational constraint for service delivery.

QUESTION 1: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?

ANSWER: There is a current, limited-scope contract performing similar services exclusively for the ranges and training areas. However, this new requirement expands the scope to include services for the range, Morale, Welfare and Recreation (MWR) facilities, and other command events across the entire installation.

• Incumbent Contract Number: W9124G-21-P-0008

• Incumbent Contractor: Martin Environmental Services

• Total Predecessor Contract Value: $109,000.00

QUESTION 2: The Narrative PWS Section 5.2 and TE 6.1.3 indicate a total of 43 units (42 standard + 1 ADA). However, CLIN 0001 specifies forty-three (43) standard toilets plus 1 ADA.

Could you please confirm the correct quantity and reconcile this discrepancy?

ANSWER: The correct quantity for CLIN 0001 is as follows: 43 Total Units (42 Standard and 1

ADA).

QUESTION 3:. The SF 1449 and PWS indicate the Base Year as 1 October 2026 – 30 September 2027. However, Section B (CLIN schedule) shows 30 September 2026 – 29 September 2027. Could you please confirm the correct Base Year period and reconcile this inconsistency?

ANSWER: The correct Base Year Period of Performance is 30SEP2026 – 29SEP2027.

QUESTION 4:. Is water available on site?

ANSWER: No water is available.

QUESTION 5: Section 4.2.3 of the PWS ("Long Term Standard Portable Toilets/Handwash Stations Standard Requirements") states that long-term units shall be new and unused and shall be beige in color.

Could you please clarify whether these two requirements (new/unused condition and beige color) apply only to the long-term units described in Sections 5.2 (Range Requirements) and 5.3.1 (MWR Long-Term Requirement), or whether they also apply to the event-based and as-required units described in Sections 5.3.2 (MWR Recurring Major Events), 5.3.3 (MWR As-Ordered Requirements), and 5.4 (Ft Rucker AvnCoE Requirements)?

ANSWER: “Long term” refers to PWS sections 5.2, 5.3.1 and TE - 6.1.3, TE – 6.2.1 and CLINS 0002 and 0003. “Long Term” means NEW units. “As Required” and “Annual Event” requirements would be supported from the contractor’s inventory.
