About this opportunity
The Bureau of Reclamation seeks a hybrid fixed-price and progressive design-build contractor for Phase II of the Pojoaque Basin Regional Water System, with Phase One qualifications due May 15, 2026, and Phase Two proposals due July 1, 2026. No set-aside applies.
Place of performance is approximately 15 miles north of Santa Fe, New Mexico, across Nambe Pueblo, Pojoaque Pueblo, Tesuque Pueblo, and Santa Fe County. The work includes design and construction of approximately 38 miles of transmission and distribution pipeline, three pump stations, forebay tanks, SCADA integration, cultural resource monitoring, construction inspection, system commissioning, and operator training. The contractor must designate an Engineer of Record with valid New Mexico Professional Engineer licensure and hold sole responsibility for design validation, constructability review, and code compliance. Cultural resource monitoring and construction inspection services must be procured independently of the offeror.
The contract period runs September 18, 2026 through April 10, 2030. Phase One requires demonstration of specialized experience through up to three similar water system infrastructure projects completed within ten years (substantially complete at >75% acceptable). Phase Two evaluation emphasizes technical factors as significantly more important than price. Award is firm fixed-price, with performance and payment bonds equal to 100 percent of contract price required, plus liability insurance (workers' compensation minimum $100,000, general liability $500,000 per occurrence, automobile liability $200,000–$500,000). Liquidated damages are $5,294 per day of delay. Small business participation is required with binding commitments. Buy American construction materials requirements and prevailing wage standards apply. Unsuccessful Phase Two offerors submitting complete proposals receive a $250,000 stipend. Contract value approaches $280 million total project value. NAICS 237110, PSC Y1NE.
