About this file
This is Amendment 1 to a federal solicitation for the Pojoaque Basin Regional Water System (PBRWS) Phase II Design-Build project issued by the Bureau of Reclamation's Upper Colorado Region. The amendment is effective September 15, 2025, with solicitation number 140R4025R0032 and a period of performance from September 18, 2026, to April 10, 2030.
The amendment makes four primary changes: (1) removes "design to target $280M" language from the solicitation; (2) converts the requirement from a Progressive Design-Build to a Hybrid Fixed Price and Progressive Design-Build delivery method, with updated Statement of Objectives (revision 4/20/2026); (3) updates solicitation sections L and M (pages 40-53) by eliminating Phase One-Factor 1 and adding a $250,000 stipend for unsuccessful Phase II offerors who submit complete Phase II proposals, with revised language for Phase Two Request for Proposals and evaluation factors; and (4) provides answers to nine frequently asked questions regarding technical qualifications, past performance documentation, project team organization, and Phase 2 pricing and stipend provisions. Key clarifications include that contractors may submit projects substantially complete (>75%) to demonstrate specialized experience, multiple subfactors may be covered under a single project example, Past Performance Questionnaires deadline is extended to May 15, 2026, and contractors must demonstrate experience managing Construction Inspection Services and Cultural Monitoring Services either through direct employment or subcontracting. The product/service code is Y1NE (Construction of Water Supply Facilities), with FOB Destination terms.

Amendment 1
Questions / Answers
1. Phase One-Factor 2: Technical Qualifications This factor states that "The Offeror shall demonstrate specialized experience by providing evidence of up to three (3) projects completed within the last ten (10) years..." Please confirm that projects substantially construction complete (>75%) are acceptable to demonstrate specialized experience.
Answer: Contractors are required to submit up to three (3) completed projects within the last ten years. Projects that are substantially complete are acceptable if they can demonstrate specialized experience.
2. Phase One-Factor 2: Technical Qualifications This factor states that "The Offeror shall demonstrate specialized experience by providing evidence of up to three (3) projects..." however this factor also indicates to demonstrate experience in subfactors a. Designer, b. Constructor, c. Cultural Inspector, d. Cultural Monitor.
Please confirm if Offerors are to provide 3 projects per subfactor a-d or if a single project could satisfy multiple subfactors.
Answer: Contractors are required to demonstrate experience for sub factors a-d of up to three (3) projects. It is acceptable for multiple subfactors to be covered under a single project. Contractors are encouraged to provide as much information as possible within the stated limits.
3. Phase One-Factor 2: Technical Qualifications & Att1_Statement of Objectives- SOO Section L, Phase One – Factor 2 (Technical Qualifications), page 44, requires Offerors to demonstrate experience for Construction Inspection Services and Cultural Monitoring Services. However, Section C, Attachment 1 – Statement of Objectives (SOO), Section 1.07.B.1–2 states that the Contractor shall employ independent Cultural Monitoring Services and independent Construction Inspection Services subcontractors to perform these functions. Based on the SOO, these services appear to function as independent third-party oversight activities, rather than core design-build performance by the designer or builder. Please clarify whether Construction Inspection Services and Cultural Monitoring Services are intended to be evaluated as part of the Offeror’s Phase One demonstrated experience and past performance (including submission of past performance questionnaires), or whether these independent services may be procured post-award without inclusion in the Phase One experience evaluation. If the Government intends for these services to be evaluated at Phase One, please clarify how Offerors should reconcile the SOO’s designation of these services as independent with the experience and past performance requirements in Section L.
Answer: Offerors are required to demonstrate experience managing Construction Inspection Services and Cultural Monitoring Services on previous projects. The experience can be demonstrated by the offerors employing those services or by sub-contracting with those services.
4. Phase One-Factor 4: Past Performance This factors states that "The offeror shall submit the PPQs to their references and have the references complete and return the questionnaires via email to mary_maestas@ios.doi.gov no later than 5/12/2026 at 5:00 PM Mountain Time. The PPQ is included as Attachment No. 2: Past Performance Questionnaire." Since Offerors are permitted to include projects completed within the past ten (10) years and many government officials have since retired, will the government allow for Final CPARS evaluations to be used in lieu of PPQs to demonstrate Past Performance.
Answer: CPARS will be evaluated along with Past Performance Questionnaires. Past Performance Questionnaires are intended to be used for relevant projects that were contracted outside of the government.
5. 2: Past Performance Questionnaire." Given the the rapid turn around on this proposal, would the government consider revising this requirement to allow PPQs to be included with Proposals on the May 15 due date?
Answer: The government will allow PPQs to be emailed to mary_maestas@ios.doi.gov no later than 5/15/2026.
mailto:mary_maestas@ios.doi.gov
6. Phase One -Factor 3: Project Team Organization and Key Personnel This factor states that "a. Resumes of Key Personnel. The offerors are required to submit a fully completed “Resumes of Key Personnel Proposed for This Contract” document to address the education and experience of the proposed personnel. One worksheet shall be completed for each key personnel." Will the Goverment be providing a worksheet or can Offeror's create their own template to address the key personnel criteria?
Answer: The government will not provide a template worksheet. Offerors can provide key personnel worksheet criteria in the format that best suits the offeror.
7. Phase One - Factor 2: Technical Qualifications Is there a preferred Project Experience Data sheet with the information required to demonstrate prior experience?
Answer: The government does not have a preferred or required Experience Data Sheet.
8. The statement of objectives states that we are to perform a redesign of the existing drawings to a 30% level and then provide a cost estimate. Is this the same cost estimate that we will provide with the PH 2 submission?
Answer: See revised SOO per Amendment 1. Most Highly Qualified Firms selected to move on to Phase 2 will be required to complete price schedule which will contain tasks to be priced. Some tasks will require Fixed Pricing, and other tasks will be estimated pricing as defined by the pricing schedule.
The estimates that accompany the design drawings at 30%, 60%, and 90% are updated estimates that will reflect design changes to help inform stakeholders of the price of including and/or excluding the different components of the project
9. Is a stipend to be provided to teams selected for PH 2 but not awarded?
Answer: Yes, see Amendment 1.
