**For Design CLIN- attached a detailed listing of labor categories, labor hours, quantity, and associated rates.
Factor 1: Design Concept Offerors shall provide a simplified narrative and associated attachments to ensure the contractor can successfully accomplish the work associated with this project. The agency requires a firm promise to perform the requested project in compliance with associated specifications and standards including competent and capable personnel, financial capabilities, and associated labor, equipment, and facilities. Attachments may include renderings, models, illustrations, drawings, narratives, and/or other documents to appropriately convey an understanding of the work required to the requested price confidence level. Verbose narratives are not preferred, simplified promises that reflect understanding of the constraints and methods the contractor will utilize to ensure performance is successful are preferred. At a minimum the offerors approach shall address the following:
a. Method of hybrid design approach; How offerors design plan addresses requirements of the Statement of Objectives, and all phases of Principle Components of Work; How will the Offeror interact with Reclamation/Stakeholders and Design Team; How offeror will assess existing conditions to integrate into the design.
b. Design Schedule: Utilizing the schedule provided in Phase One, the Offeror will update its proposed master schedule and milestones to identify and discuss the major risks of the project to the appropriate level of detail that enables the agency to ensure successful performance will be delivered. Risks should include a brief explanation of how the contractor promises to meet major milestones in a timely manner. Objective is to ensure that Reclamation is able to meet its needed design completion timeline of March 2027.
c. Cost Management: Identify likely cost drivers and mitigation techniques, and proposed methods to lower construction costs that allows Reclamation to reach completion within the proposed NTE amounts including minimal descope if possible.
d. Submittals: Identify submittal preparation methods and maintaining accurate and timely submission with a focus on reduction of Reclamation personnel reworking submittals multiple times. Meaning, how will the firm ensure the first submittal is accurate, thorough, and complete?
Factor 2: Technical Approach The Offerors shall provide the following information:
a. Quality Control/Quality Assurance: Provide a copy of your firm’s most current QC/QA procedures. Reclamation inspectors perform their own QC for internal purposes. Contractor QC shall not rely on Reclamation to enforce standards. A contract specific QC/QA plan shall be required after contract award.
b. The coordinated construction schedule shall include but not necessarily be limited to the following requirements:
1. Please detail methods to ensure the Critical Path Method (CPM) of planning and scheduling construction activities will be met.
2. A work breakdown structure and networking logic. Indicate the sequencing of the principal components of work and other activities;
3. A bar chart / Gantt chart indicating estimated durations, start and finish dates of the principal components of the work, and other milestones;
4. Please detail submittal process methods including time frames for principal submittals and associated Government approvals. Main concern is many contractors don’t accurately account for the amount of time government submittal approval takes in the submitted schedules;
c. Resource Management confirmation. A firm promise and reflection that the contractor has the appropriate personnel, or can obtain the appropriate personnel, to effectively perform this work within the required standards. Identify the government’s main point of contact that will be in place if selected for award in case appropriate resources are not being allocated as promised.
d. Please briefly describe the means and methods to ensure Reclamation will receive the anticipated partnering required in this resultant contract. This will include Partnering with
Reclamation, Project Sponsors, major sub-contractors, and major sub-consultants to ensure Reclamation receives the promised performance (not to exceed two pages, one is preferred).
Factor 3: Small Business Participation and Teaming Agreements IMPORTANT: All Small Business Participation amounts/substantive commitments/type and variety of work proposed should be a realistic estimate and achievable based on letters of commitment, joint ventures, mentor/protégé agreements, or other demonstrations of commitment. All Small Business Participation amounts will be binding and enforceable.
Offeror shall provide a Small Business Participation Document (SBPD) to include the following:
1) For Large Business Offerors
a. Identify the extent of participation of small business prime offerors and small business subcontractors in terms of the value of the total acquisition (total contract value) (i.e., binding commitments will become enforceable/contractual requirements). Offerors are required to submit the small business participation values as a percent of the total contract value, not only the percentage of the subcontracted dollars. Large business offerors will need to submit two separate documents in response to this solicitation.
b. Demonstrate substantive commitment to small business firms, such as, letters of commitment, Joint Ventures, mentor/protégé agreements, or other demonstrations of commitment (i.e., binding commitments will become enforceable/contractual requirements)
c. Identify the type and variety of the work the SB subcontractors are to perform (i.e., binding commitments will become enforceable/contractual requirements)
d. Provide detailed explanations and documentation supporting the proposed quantitative SB participation.
e. Provide final SF-294s (https://www.gsa.gov/reference/forms/subcontracting-report-for-individual-contracts), Subcontracting Report for individual contractors, on your three most recently completed contracts, or any other documentation showing compliance with the utilization of SB, SDB, WOSB, HUBZone, and SDVOSB requirements of those contracts. Include the dollar value percentage of work (of total contract value) subcontracted to large business, SB, SDB, WOSB, HUBZone, and SDVOSB for each.
f. Provide the solicitation attachment #9 – “Small Business Subcontracting Plan Template” as part of the proposal process. Template must be tailored to this procurement and should reflect complimentary information (does not conflict with) the SBPD above.
2) For Small Business Offerors
a. A SBPD and SB Subcontracting Plan are not required for small business offerors.
3) For Joint Ventures – Teaming Arrangements
a. If you are submitting an offer as a joint venture or a teaming arrangement, identify, for each member of your joint venture or team, whether the member is a large business, SB, SDB, WOSB, HUBZone, or SDVOSB; and the percentage of total proposed price of the work to be performed by each member of your joint venture or team.
b. The Government will evaluate your joint venture or team as either a large business or small business based upon the information provided above.
