The amendment is effective September 15, 2025, with a contract ID code of 140R4025R0032. The solicitation references document number 140R4025R0032, dated September 15, 2025, and the period of performance extends from September 18, 2026 to April 10, 2030.
The document includes Questions and Answers addressing critical clarifications regarding contractor responsibilities and government-furnished design documents. Key determinations include: (1) existing design documents are reference/informational only, with contractors responsible for verification and validation; (2) contractors must assume all corrective effort for design document deficiencies within base scope and pricing; (3) design validation must address constructability, code compliance, coordination, and model validation, with stakeholder approval required before any construction contract line item award; (4) contractors may submit up to three project experiences per specialty (designer, builder, construction inspection, cultural monitoring) for a combined maximum of twelve projects; (5) previous CPARS or PPQ questionnaires may be submitted if points of contact remain valid; (6) cultural resource monitoring and construction inspection services must be independent of the offeror; (7) the ten-year experience requirement is calculated from the RFP date of April 13, 2026; and (8) selected offerors must propose on all Statement of Objectives tasks and cannot submit partial proposals. Offerors must acknowledge receipt of this amendment prior to the specified deadline or risk offer rejection.

Amendment 2
Questions / Answers
1. The revised SOO states that even if the Contractor elects to use Government-provided
100% design documents, the Contractor remains fully responsible for the final design and assumes all duties and liabilities of the Engineer of Record (SOO 1.02, p. 2). Please clarify the Government’s intended status and reliance for Government-provided 100% design documents (drawings, specifications, models, calculations, and supporting data), including whether they are intended to be relied upon as a baseline subject to Contractor validation, or provided for reference/information only. Please also confirm what native/source files and supporting design basis (e.g., CAD files, calculation packages, model inputs/outputs, design assumptions, geotechnical/utility data) will be made available to support the Contractor’s validation and sealing obligations.
Answer:
1. The existing design documents are intended to be reference/informational only. The contractor shall be responsible for verifying or validating all design information used from the existing design documents.
2. The existing design drawings will be pdf sheets. There will be CAD files for some of the existing design drawings. A copy of the WaterGEMS model will be provided.
Design assumptions can be found in the Basis of Design Report and Amended Engineering Report. Geotech Reports of studied areas will be provided. Utility information of studied areas will be provided as a KMZ or as a report as available.
2. The revised SOO states that the Contractor remains fully responsible as Engineer of Record even when using Government-provided 100% design documents (SOO 1.02, p. 2). Please clarify how the Government intends to handle material deficiencies (errors, omissions, conflicts, or outdated/inaccurate data) identified in Government-furnished design documents after award and during design validation or final design completion.
Specifically, please confirm whether the Government anticipates issuing a written change/contract modification with equitable adjustment and/or schedule relief if such deficiencies require redesign, re-engineering, or re-permitting beyond reasonable design validation, or whether Offerors should assume this corrective effort is included in base scope and pricing.
Answer: The existing design documents are intended to be reference/informational only. Offerors shall assume corrective effort to be included in base scope and pricing.
3. Section L requires that the designer be the Engineer of Record and that drawings and specifications be sealed by a State-licensed Professional Engineer (Section L, pp. 42–43). In addition, the revised SOO states that the Contractor remains fully responsible as Engineer of Record when using Government-provided 100% design documents (SOO 1.02, p. 2).
Please clarify the Government’s expectations for the Contractor’s design validation and verification scope and process prior to sealing and proceeding with construction (e.g., constructability review, code compliance checks, coordination checks, model validation, quantity review). Please also confirm whether BoR anticipates reviewing or acknowledging the Contractor’s validation approach before final sealing and/or commencement of construction activities.
Answer: The project stakeholders must approve the design before the award of any construction CLIN. The stakeholders will review design development during the iterative design process. Review will be facilitated by the contractor and shall include constructability, code compliance checks, coordination checks, model validation, quantities, etc.
4. Section L, page 41, of the solicitation, Narrative that addresses Phase One-Factor 2:
Technical Qualifications , reads in part that “The Offeror shall demonstrate specialized experience by providing evidence of up to three (3) projects completed within the last ten
(10) years similar to the scope, complexity, and magnitude of the requirements under this solicitation.”
This section then continues to detail experience requirements involving the Experience of the Designer, the Experience of the Builder, the Experience of the Construction Inspection Services and the Experience of the Cultural Monitoring Services.
Please confirm that under Narrative that addresses Phase One-Factor 2: Technical Qualifications we are permitted to provide up to twelve (12) projects completed within the last ten (10) years similar to the scope, complexity, and magnitude of the requirements under this solicitation, or a maximum of three (3) projects each for the Experience of the Designer, the Experience of the Builder, the Experience of the Construction Inspection Services and the Experience of the Cultural Monitoring Services.
Answer: If the experience of the Designer, Builder, Construction Inspection Services, and Cultural Monitoring Service do not overlap under the same project, it is acceptable to provide up to three (3) project experiences per specialty separately for a combined total of twelve (12) projects.
5. Page 43 of the solicitation states that “The offeror shall submit the PPQs to their references and have the references complete and return the questionnaires via email to mary_maestas@ios.doi.gov”. For project references where the Contractor has previously received a CPARS, or the Contractor has previously requested and obtained a PPQ using the mailto:mary_maestas@ios.doi.gov
NAVFAC/USACE PPQ Form, wherein the information requested is substantially similar to that requested by Attachment 2, please confirm that the Offeror may include these previously completed PPQ/CPARS within its’ proposal and that it DOES NOT need to request a new PPQ to be completed by its customers to be required directly via email to mary_maestas@ios.doi.gov
Answer: Yes, you may submit a previously received PPQ as long as the Point of Contact on the PPQ is still valid and may be contacted at the email/contact listed on the PPQ.
6. Section 01 11 00 Statement of Objectives, Part 1.07.8, paragraphs 1 and read in part that the “Contractor shall employ an independent Cultural Monitoring Services / Construction Inspection Services subcontractor”. Please confirm that these Independent Subcontractors are to be Independent of the Offeror. Further, please confirm that these Independent Subcontractors may provide additional services on this project beyond strictly Cultural Monitoring or Construction Inspection.
Answer: The Cultural Resource Monitoring Services and Construction Inspection Services shall be independent of the Offeror. Please see Statement_of_Objectives_revised_4-20-26_0001.pdf 1.07 L. 3. Cultural Resources Monitoring Services and 1.07 L.4. Construction Inspection Services. Additional requirements for Cultural Resources Monitoring Services and Construction Inspection Services will be provided during Phase Two - Request for Proposals.
7. Block 3 of the SF1442 lists a date issued of 15-September 2025. However, SAM.Gov shows the RFP first available to Offerors on 13-April 2026. Section L requires the Offeror shall demonstrate specialized experience by providing evidence of up to three (3) projects completed within the last ten (10) years. Is this experience to have been completed with 10 years of the date listed on the SF1442 or solicitation date on SAM.gov?
Answer: For calculating “last 10 Years”, please reference the RFP date of 13-April 2026, so within 10 years of 13-April 2026. FYI - Block 3 of the SF 1142 is referencing the date that this requirement was entered into the system for Sources Sought
8. Is it possible to bid construction services and commission in two separate proposals?
Answer: No, Offerors (Most Highly Qualified firms) who are selected to move on to Phase II of the solicitation process must propose on all tasks included in the Statement of Objectives to be eligible for award. The government is not accepting partial proposals mailto:mary_maestas@ios.doi.gov
