About this opportunity

The U.S. Army Contracting Command–Rock Island, on behalf of Program Manager Logistics-Finance, seeks innovative Low-Code/No-Code and software modernization solutions to modernize five SAP-based Defense Business Systems supporting Ammunition, Logistics, Finance, and Personnel enterprise transformation, with solution briefs due June 30, 2026 at 12:00 PM Central Standard Time. This is a Call for Solutions issued under Army Open Solicitation W9128Z-25-S-A002 using Community-Based Solutions procedures, with no set-aside.

Place of performance is Fort Belvoir, Virginia. Solutions must deliver both nontransactional capabilities (data analytics, executive dashboards) and transactional functions (financial and non-financial transactions) that integrate seamlessly with existing ERP systems. Approved development platforms include Appian, Army Vantage, Palantir, PowerApps, Salesforce, SAP, and ServiceNow; the Army will consider alternative platforms demonstrating truly transformative capability with compelling business cases and realistic approval plans. All solutions must operate securely at Impact Level 4/5/6, support degraded or disconnected operations for forward-deployed units, comply with Army Unified Data Reference Architecture and Low-Code/No-Code Development Guidance, achieve or be capable of achieving an Army Authority to Operate, and be hosted within or interoperable with the cArmy 2.0 cloud environment (currently AWS and Azure).

Evaluation occurs in up to three phases: Phase 1 rates Solution Briefs (maximum 4 pages per Area of Interest, 12-point Arial) on Technical Merit, Schedule feasibility, Rough Order of Magnitude compliance, and Intellectual Property/Data Rights assertions; Phase 2 consists of optional pitch sessions for selected companies; Phase 3 entails a full Request for Solution Proposal. The Government reserves the right to award FAR Part 12 Firm-Fixed-Price contracts or Other Transactions under 10 U.S.C. § 4022, to make one or multiple awards, or to make no award. The Government will not reimburse submission preparation costs. CMMC certification is not required at Phase 1 but will be specified in Phase 3 based on work scope. Awards are targeted for FY26 (prior to September 30, 2026). An Industry Day was held June 17, 2026; Q&A and registered companies documentation have been posted as of Amendment 02 (June 24, 2026).
