About this opportunity
The U.S. Army Contracting Command - Rock Island Arsenal seeks innovative Low-Code/NoCode and modernization solutions to support Army Logistics and Finance business systems through an Open and Continuous Call for Solutions (Notice ID LOGFIN26) issued June 3, 2026, under Army Open Solicitation W9128Z25SA002, with a nominal due date of June 2, 2031 (perpetual until canceled).
Place of performance is Fort Belvoir, VA. The CFS operates in two tracks: Track 1 accepts rolling AOI white paper submissions identifying capability gaps; Track 2 publishes Targeted Calls for Solutions with firm deadlines for specific capability gaps. Solutions must address nine Areas of Interest across three process categories—Acquisition (Asset Acquisition, Real Estate), Supply Chain (Fulfillment, Supply, Transportation), and Sustainment (Maintenance, Manufacturing/Remanufacturing, Mission Operations Support, Resource Allocation)—and integrate with five Army SAP-based ERP systems (GFEBS, GFEBS-SA, GCSS-A, LMP, AESIP Hub) and one non-SAP system (SAAS-MOD).
Solutions supporting financial transactions must comply with DoD 700.14-R standards, provide audit trail capabilities, enforce Segregation of Duties controls, and demonstrate Internal Control Over Financial Reporting compliance. All solutions must comply with Army cybersecurity, governance, and interoperability standards and be deployable in cArmy 2.0. Approved development platforms are Appian, Army Vantage, Palantir, PowerApps, Salesforce, SAP, and ServiceNow.
Evaluation occurs in three phases: Phase 1 (solution brief with executive summary, technology concept, company viability, and rough order of magnitude); Phase 2 (optional pitch with technical demonstration and pricing, potentially waived); Phase 3 (full written proposal). Awards will be made as Other Transaction Agreements or FAR contracts with potential follow-on production without further competition. Prototype periods target 2.5 to 3-month iterations with extension options for additional 3-month cycles. Submissions must be unclassified and sent to usarmy.ria.acc.mbx.pmlogfin-cso@army.mil. NAICS 541512, Computer Systems Design Services; PSC DA10.
