mailto:shelly.a.hitt.civ@army.mil mailto:jessica.b.rooks.civ@army.mil mailto:usarmy.ria.acc.mbx.pmlogfin-cso@army.mil
To achieve these modernization goals, proposed solutions must perform both non-transactional and transactional functions. Non-transactional functions include capabilities such as data analytics and executive dashboards, while transactional functions include both financial and non-financial transactions that integrate seamlessly with current Enterprise Resource Planning (ERP) systems.
All proposed solutions must adhere to strict technical constraints. Specifically, applications must align with the Army Chief Information Officer LCNC Development Guidance as well as the Army Unified Data Reference Architecture (UDRA). Additionally, all solutions must be hosted within or directly connected to the cArmy 2.0 cloud environment, and development is restricted to the following approved platforms: Appian, Army Vantage, Palantir, PowerApps, Salesforce, SAP, and ServiceNow.
2. OBJECTIVE STATEMENTS (Area of Interest (AOI))
The Government requires modernization across the following four domains. Vendors must explicitly identify which AOI(s) their proposed commercial solution/s address.
Area of Interest
Objective Statement
Ammunition A comprehensive enterprise ammunition management system is required to provide a single, authoritative view of ammunition assets and processes. End‑to‑end total asset visibility must be delivered across the entire munition’s lifecycle from planning, production, and procurement, to storage, surveillance, distribution, expenditure, and final disposition. Key capabilities must include integration of data from disparate legacy systems, enablement of robust planning and forecasting, and support for tactical users in disconnected or low‑bandwidth environments. Ultimately, improved logistical supportability, audit readiness, and data‑driven decision‑making for all echelons are intended to be achieved.
Logistics The objective is to modernize Army logistics systems and end-to-end supply chain management, filling critical operational gaps while maintaining seamless integration with financial accountability through industry-best technical strategies and modern methodologies. The goal is to achieve comprehensive lifecycle visibility of all physical assets, maximize the efficiency of the Army's working capital, deliver fully auditable processes, and deploy seamlessly integrated tactical applications. This modernization will ensure real-time tracking, robust supply chain resilience, and continuous combat readiness from the strategic support area down to the tactical edge.
Finance The Army requires a modern, integrated, and auditable financial management solution that creates visibility across multiple domains and enabling real-time financial visibility. This capability must deliver the full spectrum capability of budget execution, standard chart of accounts visibility, program, budget and execution workflows. automated financial close and accruals, robust funds control, and end-to-end process integration, while ensuring compliance with federal and DoD mandates. The Army seeks a commercial solution that minimizes custom development, accelerates delivery, reduces total cost of ownership, and provides advanced analytics, including predictive analytics—to empower timely, accurate, and actionable financial decision support at all echelons.
Personnel Objective is to modernize the Army's human resources operations by establishing a secure, authoritative data environment that seamlessly integrates with the broader enterprise business system.
By adopting commercial best practices, this modernized framework will optimize the administration of civilian time and attendance alongside civilian payroll, ensuring efficient and accurate financial resourcing of the Army’s civilian workforce. The goal is to eliminate fragmented legacy payroll processes, resolve payment delays and inaccuracies, and empower commanders with real-time, data-driven visibility into workforce labor cost and readiness from strategic planning down to operations.
3. CRITICAL AUDITABILITY & COMPLIANCE REQUIREMENTS:
Any LCNC and modernization solutions that perform financial transactions, or that feeds data supporting financial postings, shall be auditable in accordance with DoD 7000.14-R Financial Management Regulation Volume 1, Chapter 3: “Federal Financial Management Improvement Act Compliance Requirements”, Volume 6.A, Chapter 3: “Reporting Of Outlays, Receipts, and Adjusted Trial Balances” and other current applicable regulations. In addition, all solutions must provide capabilities to support transaction traceability, system-generated audit logs, and evidence of Internal Control Over Financial Reporting/Information Technology General Controls. All solutions shall be designed to enforce transactional level Segregation of Duties (SOD) both within the solution delivered and across integrated systems, consistent with existing Army enterprise SOD controls and open Notices of Findings and Recommendations. Solutions shall ensure governance, cybersecurity, and interoperability with Army enterprise services and data platforms. The Army is committed to fostering innovation and collaboration with industry, including non-traditional contractors, to develop solutions that align with these modernization goals.
4. AWARDING INSTRUMENT
In accordance with Open Solicitation Procedures detailed within W9128Z-25-S-A002, the Government reservices the right to award a FAR Part 12, Firm-Fixed-Price (FFP) type contract(s) or award an Other Transaction(s) (OT) pursuant to 10 U.S.C. § 4022. This Call for Solution will utilize Commercial Solutions Opening (CSO) procedures. 6.1.2 SOLUTION BRIEF SELECTION PROCESS
Based on the evaluation, the Solution Brief will be categorized as ‘Selected for Further Consideration’ or ‘Not Selected for Further Consideration’. Selection into the next Phase will be based on the criteria listed above, Government Need, and funding availability.
Selected for Further Consideration: The submitted Solution Brief has been determined to be of technical merit, represents a feasible and achievable schedule, and included all required submittals in accordance with the Call. As such, the Government intends to invite the Company to participate in next phase should funding be available. Not Selected for Further Consideration: The submitted Solution Brief does not represent the necessary degree of technical merit, does not represent a feasible and achievable schedule, and/or did not include all required submittals in accordance with the Call. Companies ‘Selected for Further Consideration’ may be invited to participate in subsequent phases, subject to the availability of funds.
The Government reserves the right to limit the number of companies invited to Phase 2 – Pitch Session (unless bypassed) and/or Phase 3 – Solution Proposal. As such, a Company’s solution may be evaluated as ‘Selected for Further Consideration’, however, not invited to Phase 2 and/or Phase 3. Solution Briefs, whether selected or not selected for subsequent Phases, will be notified in writing as soon as practicable of their evaluation results.
6.2 PHASE 2 – PITCH SESSION
All Solution Briefs submitted IAW this Call will undergo a fair, impartial, and consistent evaluation in accordance with the stated criteria. For this Call, the Government anticipates using non-Government advisor(s). All Non-Government advisors will have signed NDAs with the Government. By submitting a Solution, the Company understands that the Government may share proprietary Company information with the identified non-Government advisor(s) for evaluation and administrative purposes only. In addition, the Company further understands that it has an opportunity before submitting a Solution Brief to the Government to enter an NDA directly with the Non-Government advisor(s), and therefore waives all claims against the Government for any disclosures of proprietary information by the non-Government personnel. Such NDAs are the responsibility of the Company, and the Government shall not be a party to them. Companies shall provide a copy of the signed NDAs to the Government with submissions.
8. ORGANIZATIONAL CONFLICT OF INTEREST (OCI)
The Company shall perform an OCI analysis and submit the results of that analysis in addition to the Solution Brief submission. Specifically, the Company shall analyze the details of the Call and the implementation of their proposed Solution for actual or potential OCI situations associated with the performance of the Company, or any of the Company’s proposed teammates or subcontractors, under any contract or agreement the Company or the Company’s teammates or subcontractors have been or may be awarded by any federal agency or other entity. The Company shall describe in detail the methodology used to identify actual or potential OCI issues. The level of detail for OCI analysis may not be the same for all vendors. Federal Acquisition Regulation (FAR) 9.5 may be used as guidance for OCI analysis. If no conflicts are identified, a risk mitigation plan is not required; however, a description of the analysis methodology, and an affirming statement that no conflicts are identified shall be included. If the Company identifies any actual or potential OCIs with respect to the performance of the Company or the Company’s subcontractors or teammates, the contractor shall provide an OCI Mitigation Plan to be incorporated as an attachment to any resulting contract or 2 Attachment titled “Army Open Solicitation_3 December 2025.pdf” on the main AOS SAM.gov posting.
