About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) National Ocean Service is seeking fabrication services to produce nine distinct items including a 7.5' platform, dual mast enclosure stand (DMES), solar rack, 11" fixed arm, met swing plate, standard bubbler orifice, saddle, Shakespeare light pole double anemometer masthead, and a geodetic leveling collar. All items must be fabricated according to supplied engineering drawings, fully assembled, and ready for shipment within a 60-day performance period. The solicitation emphasizes that offerors must provide separate line item pricing for each task, include shipping costs, and supply fabrication lead times with their quotations. Award will be made to the lowest-priced, technically acceptable offeror based on evaluation criteria including technical approach and capability, past performance (with a minimum of three references for similar services within the past three years), and price. Quotations must be submitted in PDF or Microsoft Word format to michelle.walton@noaa.gov by 5:00 P.M. MDT/MST on April 22, 2026, with the solicitation posted on April 13, 2026.

This is a total small business set-aside under NAICS code 332710 (Machine Shops) with a 500-employee size standard, and no incumbent contractor is identified in the solicitation documents. The specific deliverable items vary in weight and complexity, ranging from the large 7.5' platform weighing approximately 1,304 pounds to smaller components such as the standard bubbler orifice assembly. Two items (the 7.5' platform and DMES) will ship to Corpus Christi, Texas, while the remaining seven items will ship to NOAA Field Operations Division in Gulf Breeze, Florida. Interested vendors must be registered and active in the System for Award Management (SAM), provide their UEI number and CAGE code, and must be prepared to comply with multiple FAR clauses including Service Contract Labor Standards and Executive Order 14026 minimum wage requirements of $15.00 per hour. Payment will be made electronically through the Invoice Processing Platform System (IPP) on Net 30 terms, with the contracting officer Michelle Walton available at 757-605-7411 or michelle.walton@noaa.gov for inquiries.
