About this opportunity
Fermi National Accelerator Laboratory (FNAL), operating under the Department of Energy, is soliciting proposals for the design, fabrication, assembly, testing, and delivery of a Distribution Valve Box (DVB), a critical subsystem of the Cryogenic Distribution System supporting the Proton Improvement Plan II (PIP-II) project. The DVB will regulate and control helium flow within the PIP-II Linac, which employs superconducting radio frequency technology to support the Deep Underground Neutrino Experiment (DUNE). Key contract requirements include a minimum 20-year operational lifetime, ability to withstand 200 thermal cycles, strict specifications for heat leak and leak tightness at cryogenic temperatures (4.5K and 2K), comprehensive design reviews, and manufacturing readiness assessments. The evaluation will use a best-value trade-off methodology with non-cost factors being significantly more important than price, considering technical merit, past experience, management control, and delivery schedule. The proposal due date has been extended to November 28, 2025, at 2:00 PM CST, and the deadline for submitting technical questions was November 5, 2025; all RFP documents remain available for review.
This solicitation has no set-aside designations and carries no identified incumbent contractor. The specific award value is not disclosed in the solicitation materials, though pricing must be submitted as firm-fixed in USD with a validity period of 90 days. The subcontractor must complete delivery of the Distribution Valve Box within 50 weeks after contract award, with final delivery expected approximately 53 weeks from contract award according to the Statement of Work. The work will be performed at Fermilab in Batavia, Illinois, with shipping terms specified as DAP (Delivered at Place) to that location, with the subcontractor bearing all shipping and handling costs. The NAICS code is 332420 (Metal Tank Heavy Gauge Manufacturing) with a small business size standard of 750 employees.

Update #4 · Latest ·
Fermi National Accelerator Laboratory (FNAL) is soliciting proposals for the design, fabrication, assembly, testing, and delivery of a Distribution Valve Box (DVB) in support of the Proton Improvement Plan II (PIP-II) project. PIP-II is an upgrade to FNAL’s accelerator complex that will provide the world’s most intense high-energy neutrino beam for the Deep Underground Neutrino Experiment (DUNE). The PIP-II accelerator (Linac) employs superconducting radio frequency technology across multiple cryomodules and relies on a Cryogenic Distribution System (CDS) for helium supply and return. The Distribution Valve Box serves as a key subsystem of the CDS, regulating and controlling helium flow within the PIP-II Linac.
Proposals can be submitted directly to the Primary Contact listed on this Solicitation Notice and within the RFP Document.
October 29, 2025 - Edited SAM.GOV posting to the correct proposal due date from 12/21/25 to 11/21/25 in alignment with the RFP. All RFP Documents remain unchanged.
Amendment 1 - Extends the RFP Question Submission deadline from November 3, 2025 to November 5, 2025.
Amendment 2 - Extends the due date for proposals from November 21, 2025 to November 28, 2025. Amendment 2 also adds responses to questions submitted by potential offerors during the Question and Answer period.
