About this file

This document is an Amendment (No. 02) to a Request for Proposal (RFP#374689-DSF) for a Distribution Valve Box project at Fermi National Accelerator Laboratory. The amendment extends the proposal submission deadline from November 21st to November 28th, 2025, and provides detailed responses to 16 technical questions from potential offerors. Key clarifications include specifications for check valves, solenoid valves, relief devices, and cryogenic equipment. The document includes a table of mass flow rates for different process lines and relief devices, with maximum mass flow rates ranging from 35 to 172 g/s for process flows and 209 to 5440 g/s for relief devices. The project involves designing and supplying valve boxes, piping, and associated components with specific technical requirements for cryogenic and room-temperature operations.

(Updated)

TITLE OF PROJECT: Distribution Valve Box

Bidders must acknowledge this Addendum prior to the hour and date set forth in the solicitation as indicated in the RFP, Section 6.

If by virtue of this Addendum you desire to change a bid already submitted, such change may be made by telegram or letter, provided such telegram or letter makes reference to the Solicitation and this Amendment and is received prior to the time set for opening.

The above reference Solicitation is amended as follows:

The proposal deadline has been extended from November 21st, 2025. The new proposal submission deadline is November 28th, 2025.

The following responses are provided to questions submitted during the Question-and-Answer period to all potential offerors:

QUESTIONS AND ANSWERS:

1. Paragraph 4.18.2 of FNAL RFP 374689-DSF DVB SOW Check Valves specifies that all check valves have a Cv >=

230. This is not available commercially in the required line size specified on the FNAL P&ID with universal socket weld ends. What is available is as follows:

3” line size: Cv=89 3/4" line size: Cv=7.2

Is this acceptable with FNAL?

FNAL Answer: For the ¾” line size, smaller Cv is acceptable. For the 3” line, check valve is available with Cv = 230 (from Weka). Such a larger valve is preferable for pressure drop management.

2. Please also define the requirements for solenoid valve EV-0076. SOW paragraph 4.19.3 refers to ‘the initial instrumentation list document” for “all parameters” for this valve but no such document was included with the solicitation documents.

FNAL Answer: There is no initial instrument list document and this should have been not present in the SoW.

There is no specific requirement for this solenoid, other than the guard-gas application depicted on the P&ID.

Offeror can propose this valve suitable for use on a ¼” line.

3. FNAL SOW ED0044301 (initial release) paragraph 4.18.2 (d) says “ure”. Please clarify this check valve characteristic.

FNAL Answer: 4.18.2 (c) should read “pressure” and (d) “ure” should not be there.

4. Please confirm the following equipment is not in the vendor’s scope: CV-0080, EV-0083, MV-0067, MV-0071, MV-0072, MV-0073, MV-0080, MV-0081, MV-0082, MV-0083, PI-0072, PI-0080, PRV-0070, PT-0080.

FNAL Answer: Piping/instruments/valves on the “CDS” side of any inteface, an example highlighted below, are not in the scope of this RFP.

5. Please send a legend for the P&I diagram that defines what each device tag means, for instance does PT-XXXX mean pressure transmitter, TT-XXXX temperature transmitter, MV-XXXX manual valve, CV-XXXX check valve, etc.

FNAL Answer: PT = pressure transmitted, TT = temperature sensor, MV = manual valve, CV = check valve, PV = pnuematic (control) valve, SV = safety valve, FT = mass flow transmitter, EV = electronic solenoid valve, PI = pressure indicator guage.

6. Please confirm that FNAL relief device F10037530 is intended to be device tag number SV-0001 on the F10124028

P&ID.

FNAL Answer: This is correct.

7. Please confirm how many of the F10037530 relief devices are required. Note 2 on the P&ID says “QUANTITY TO

BE DETERMINED”.

FNAL Answer: Two units of F10037530 are needed, first one connected to DVB and the second one on the CB interconnect.

8. The PID only shows (1) valve inside the valve box. This valve is listed in the SOW as PV-0060. The other two valves listed in the SOW (PV-0015 and PV-0045) are shown outside the valve box. Are these two valves intended to be vacuum jacketed?

FNAL Answer: As detailed in SoW 4.16, only PV-0060 is a cryogenic valve. PV-0015 and PV-0045 will operate at room temperature, in open ambient and hence do not need vacuum jacket.

9. Similar to the above question (Question #8) there are several other valves (~14) shown outside the valve box in the external piping. They are not listed in the SOW. How do we know which of these valves and associated piping are vacuum insulated, mechanically insulated, or non-insulated? The PID has no designation to differentiate this.

FNAL Answer: All valves on piping external of the DVB vacuum vessel will operate at room temperature, in open ambient. They do not need vacuum or mechanical insulation.

10. Will structural sign and seal be required for external anchors and supports?

FNAL Answer: Yes, in full compliance with applicable American design codes.

11. Other than SV-0021, do any of the relief valves get plumbed to an exhaust header? Is that within this scope? This is needed to calculate load reaction during venting.

FNAL Answer: All relief valves SV-0011 to 61 exhaust into the header. See P&ID for more details. Load reaction shall be taken into account in the offeror design process.

12. Can Fermi share F10037514, specifically for the details of the dove-tail groove?

FNAL Answer: All individual drawings needed to build F10037530 will be provided to the awardee at Kick Off Meeting.

13. Regarding 4.11.2, can you provide more clarification on the 10K gradient; is this gradient between the HTTS supply pipe and any point on the shield, or any point on the shield?

FNAL Answer: Between the HTTS supply pipe and any point on the shield.

14. Does Fermi have flow rate information for each of the systems? This will be necessary to analyze transient loads, relief valves venting loads, and similar data.

FNAL Answer: Mass flow rates are given below. Process flow nominal pressures and temperatures given in Table

4.1. Relieving set pressures and temperatures given in SOW table 4.9, with vent header pressure at 0.07 barg.

Assume all reliefs simultaneously venting.

15. The SOW references bayonets with respect to MLI, but no information in the P&ID seems to indicate that bayonets are present. Can Fermi advise on the quantity (if any) and size of bayonets?

FNAL Answer: DVB does not include bayonets. The MLI wrapping scheme described in the SoW for bayonets shall be used for all lines and devices that penetrate from ambient to inside the vacuum vessel.

16. Check Valve CV-0063, during cool down operations, will likely be frosted and subject to cold temperatures. Does this check valve require sealing at cryogenic temps?

FNAL Answer: CV-0063 will be used for purification process, which will experience temperatures between 80 K and 300 K. CV-0063 shall be selected to achieve sealing down to this temperature level.

All other terms and conditions remain unchanged.
