About this opportunity

The Bureau of Land Management (BLM), Wyoming State Office, Pinedale Field Office, seeks vault pumping services at designated remote recreation sites in Wyoming, with proposals due September 18, 2026. The procurement is a Women-Owned Small Business (WOSB) set-aside, limiting competition to certified WOSB contractors.

Place of performance encompasses multiple dispersed recreation sites within the Pinedale Field Office service area, including the Warren Bridge and Upper Green River corridor locations (eleven vault toilet facilities) and Pinedale South pump sites (nine vault toilet facilities), all specified on attached maps with precise latitude and longitude coordinates.

The contractor shall provide all labor, supervision, equipment, materials, water, transportation, pumping, cleaning, disinfection, and waste disposal services to maintain vault toilets during the May 15 through October 30 operating season. Services must be completed within 72 hours of Government notification. The contract period runs from September 22, 2026, through September 21, 2027 (base year), with three option years extending through September 21, 2030. Service frequency is at least one pumping per year, with additional services available at bid rates during heavy-use periods. The incumbent contractor is M&M Transfer Inc., which held the previous contract at $31,788.00 for a base plus two option years.

Evaluation uses Lowest Price Technically Acceptable (LPTA). Technical acceptability requires demonstrated capability at all sites, trained personnel availability, relevant past experience (BLM vault pumping experience preferred), and acknowledgment of remote operations. Award will be made to the lowest-priced technically acceptable offeror if price is determined fair and reasonable. The NAICS code is 562991, Septic Tank and Related Services. Service Contract Act prevailing wage determination 2015-5409 applies; contractors must comply with all established wage rates and fringe benefits, and pursue conformance processing for any unlisted employee classifications. Questions were due September 9 at 12:00 PM Mountain Time. Amendment 0001, effective September 10, clarified Government specifications and acknowledged receipt requirements; prospective offerors must acknowledge this amendment prior to submission.
