About this file
This file is a Questions and Answers document addressing amendments to solicitation 140L6226Q0032 for Pinedale Field Office Vault Toilet Pumping services. The document provides 19 clarifications on contract requirements, service scope, and operational procedures for the base period running September 22, 2026, through September 21, 2027, with three option years following. The Government clarifies that the base year will include one fall service cycle completed before October 30, 2026, with vault capacities of 1,000 gallons for single vaults, 1,200 gallons for double vaults, and 1,000 gallons for the Warren Bridge Dump Station. All quoted pricing for double-vault structures must cover the complete unit with both chambers, and contractors may group geographically related locations into coordinated annual service routes scheduled in one effort.
Services encompass complete pumping, cleaning, disinfection, water addition (50-100 gallons), and disposal at contractor-selected, appropriately permitted facilities, with all associated labor, transportation, equipment, and costs included in unit prices. The 72-hour response timeline applies to scheduled annual service beginning within 72 hours of Government notification and emergency service completion within 72 hours of notification. Access is provided via BLM Road 5201 (Upper Green River Road) with adequate turnaround space at each site; no water or power hookups are available at any location. The Government identifies the previous incumbent as M&M Transfer Inc. under Purchase Order 140L6223P0009 valued at $31,788.00 for a base plus two option years. Vault toilets are Standard CXT manufactured units. The contractor must follow wage determination 2015-5409, and any missing employee classifications require conformance processing. Prime contractors remain fully responsible for all contract performance, subcontractor management, and on-site representation during each pumping operation.

Questions Addressed Solicitation: 140L6226Q00032 PFO Vault Pumping
1. The base period runs from September 22, 2026, through September 21, 2027, while services are requested between May 15 and October 30. Please confirm whether the Government anticipates one complete annual service cycle during each contract year, and clarify whether the base-year quantity represents one pumping during the 2026 season, one pumping during the 2027 season, or potentially service during both fall 2026 and summer 2027.
a. There will be one service in the fall for each of the contract years. The base year will be completed before 10/30/2026.
2. Please provide the approximate holding/tank capacity, in gallons, for each Single Vault, Double Vault, and the Warren Bridge Dump Station identified in the Quote Schedule. For each “Double” unit listed as 1 EA, please confirm whether the quoted unit price covers the complete double-restroom structure, including both vault chambers, and provide the combined capacity if available.
a. Single Vault – 1,000 gal. Double Vault – 1,200 gal.
b. Dump Station – 1,000 gal
c. Quoted price should cover the complete double vault
3. Please confirm whether the contractor may group geographically related locations into one coordinated service route for an annual service request, or whether each location should be priced as an independent mobilization/service call. Please also clarify whether annual service is normally expected to be performed as one coordinated route when practical.
a. Yes, group together in a coordinated effort
b. Annual service shall be one route
4. Are service requests typically submitted individually for each location or in batch orders covering multiple locations? For the annual scheduled service, how many times per year is each vault expected to be pumped? If additional pumping is required due to heavy usage, please confirm how those requests will normally be issued.
a. When called for the annual service, it is expected for all vaults on the contract to be scheduled and pumped in a coordinated effort.
b. 1 for annual service. If emergencies arise, we will work through contract modification.
5. For a vault requiring service more than once per year, please confirm whether the additional pumping will be paid at the applicable unit price submitted in the quote or negotiated separately. Please also clarify whether the quoted vault unit price for additional pumping is intended to include all associated labor, transportation, pumping, water, disposal, and other required services.
a. Any emergency pumping needed will be at the contract price. Price should include all costs.
6. Please clarify the intended treatment of the separate “Dump Fees” line item. Is it a fixed/estimated annual amount, reimbursed at actual cost with receipts, or paid at the contractor’s proposed price? For additional or repeat pumping, should disposal/dump fees be paid separately under the Dump Fees line item, or must disposal costs be included in the quoted vault unit price? Please also clarify whether the annual Dump Fees line is intended to cover only the scheduled annual service.
a. It is a fixed cost. There will be no reimbursed funds. The Prime contractor is responsible for all disposals. For any additional pumping needed above the annual service, all costs will be added to the cost of the pumping during the contract modification.
7. Please identify the designated or anticipated waste-disposal facility, if one has been established. If no facility has been designated, please confirm that the contractor may select an appropriately permitted disposal facility in compliance with applicable Federal, State, and local requirements, with allowable disposal charges handled under the applicable Dump Fees provision.
a. No disposal location has been identified. The Prime contractor is responsible for all disposals.
8. Please identify any known seasonal road restrictions, road/weight limitations, vehicle-size restrictions, four-wheel-drive requirements, or maximum hose-run limitations affecting access to the remote locations. Are the roads considered safe and suitable for commercial service vehicles such as an F-550 or Ram 5500 carrying pumping equipment and waste? For locations accessed by BLM Road 5201, is there a safe and adequate turnaround area near the vaults or at the end of the road, or would a service vehicle be required to reverse a significant distance?
a. All roads are accessible by vehicle. Pump truck has room to pull next to each vault for servicing. There is adequate room to turn around at each site.
9. The map appears to identify the access road as Upper Green River Road, while online mapping services identify what appears to be the same road as BLM Road 5201. Please clarify the correct road designation and route contractors should use to access the applicable locations.
a. BLM Road 5201 will provide access to all Upper Green sites
10. Part 2 of the Statement of Work states, “No water or power hookups are available or are allowed (Warren Bridge only).” Please clarify whether water or power hookups are available at Warren Bridge, whether they are specifically not allowed there, and whether any water or power hookups are available or permitted at the other locations.
a. No hookups are available for use by the contractor or sub at any of the sites.
11. The solicitation references adding approximately 5% water to the vault. Please confirm whether contractors are expected to follow the 5% requirement exactly or whether an approximately 50–100 gallon amount may be used when necessary based on the vault size and condition, consistent with proper servicing and odor control.
a. 50 to 100 gals of water will be approx. 5% since our vault capacity is 1,000 – 1,200 gal. based on vault style.
12. Is the awarded contractor responsible for removing and disposing of debris or materials that are not septic waste but may be encountered within the vault or associated facility during pumping/cleaning operations? If so, please clarify the types of debris anticipated and how disposal will be compensated.
a. If the debris is inside of the vault when pumping it is considered septic waste and IS the responsibility of the Prime contractor and should be covered by the price on the contract. All other trash or debris outside of the vault (i.e.. Inside of the building) is covered under another cleaning contract. Unless the debris is caused by the vault pumping process, then it is the Prime contractors responsibility to remove the debris at no additional cost.
13. Please confirm whether subcontractor capability and experience may be used to satisfy the technical-capability and relevant-experience requirements when the offeror remains the prime contractor and is fully responsible for contract performance. Please also clarify whether proposed key personnel and/or subcontractors may be considered when evaluating relevant experience if the prime contractor does not have directly comparable experience. Will the standard limitation on subcontracting applicable to services apply to this 100% Total Small Business Set-Aside?
a. The Prime Contractor is responsible for meeting all requirements and specifications identified in the solicitation and for submitting all documentation required for consideration for award.
b. The Prime Contractor remains fully responsible for contract performance and complies with all applicable solicitation requirements, including any applicable limitations on subcontracting. The required Prime Contractor employee or authorized representative must be onsite during each vault pumping operation as specified in the Statement of Work.
c. All contract-related communication and direction will be provided to the Prime Contractor. The Government will not provide direction or contract instructions directly to a subcontractor. The Prime Contractor is responsible for coordinating and managing any subcontractor activities necessary to fulfill the contract requirements. See 52.219-14 Limitations on subcontracting.
14. Wage Determination 2015-5409 does not appear to include a classification that clearly matches vault toilet pumping services. Should offerors propose an applicable classification, or will the appropriate wage classification/conformance be addressed by the Government after award?
a. According to the U.S. Department of Labor (DOL), if an employee classification needed for a contract is missing from the provided wage determination, contractors must follow a conformance process (often using Standard Form 1444) to request an additional classification and wage rate.
15. Please confirm whether this requirement is a new requirement or whether there is/was an incumbent contractor performing the same or substantially similar services. If applicable, please provide the most recent prior solicitation and/or contract number, awardee, total awarded amount/value, contract length, and any other historical information that may be available through FPDS or another federal procurement database. Please also confirm whether the prior scope of work was the same as, or materially similar to, the current Statement of Work.
a. Incumbent contractor previously performing the services was M&M Transfer Inc.. Purchase order 140L6223P0009 was for base and two option year in the amount of $31,788.00.
16. If historical information is available, please provide the approximate number of gallons typically pumped from each individual vault during a service and/or any historical service quantities or pumping records that would help offerors estimate expected workload.
a. All previous contract, solicitation, and other historical information related to this requirement and similar requirements is available on SAM.gov. For historical specific information on quantities you would need to contact the Contract Officer assigned to each award if the description of specifics is not provided.
17. Please provide any available schematics, drawings, tank specifications, vault dimensions, manufacturer information, or other technical documentation for the vault toilets and holding tanks. This information would help contractors determine the type of systems being serviced and ensure the appropriate equipment is provided.
a. Manufacturer – Standard CXT Single and Double vault toilet
18. Please confirm whether there are any site-specific equipment requirements beyond the minimum 1,000-gallon-capacity septic tank truck or equivalent, vacuum pump, appropriate hoses, and cleaning equipment identified in the Statement of Work. Please identify any known site conditions that would affect equipment selection or operation.
a. Refer to the Statement of Work (SOW).
19. For scheduled annual service, should offerors assume that geographically related sites will generally be grouped into coordinated service calls, or should each individual unit price include sufficient mobilization costs to service the location independently? Please clarify how the 72-hour response requirement applies to scheduled annual service versus additional/as-needed service requests.
a. When called for the annual service, it is expected for all vaults on the contract to be scheduled and pumped in a coordinated effort.
b. In reference to the annual service and the 72-hr response, it is understood that the Contracting Officers Representative (COR) will contact the Prime contractor to schedule the annual service. That scheduled service should begin within 72-hrs of being notified by the COR.
c. In reference to the additional/emergency services and the 72-hr response, once the COR has contacted the Prime contractor to inform them of the requirement for an additional/emergency service, the Prime contractor then has 72-hrs to complete the requested service.
