About this opportunity

The Department of Veterans Affairs Network Contracting Office 21 intends to award a sole source, firm fixed price purchase order to Philips North America LLC to repair a Philips Epiq CVx echo ultrasound machine at VA Palo Alto Healthcare System, with written responses due by 4:00 pm PST on November 11, 2026. The Set Aside line reads "No Set-Aside Used," and the government will decide whether to proceed after considering all capability statements, proposals, or quotations received. Solicitation 36C26127Q0128 is posted to SAM.gov on or about November 4, 2026. Responses go to Contract Specialist Dennis Fennelly at dennis.fennelly@va.gov or (916) 843-6988. NCO 21 is located in McClellan Park, California, and the work is performed at 3801 Miranda Avenue, Building 50, Palo Alto, California.

The contractor must replace a Philips computer assembly IMB3 9th Gen EPIQ (PN 453562024983) and a Voyager Platform Power Module (PN 453562089601), then restore Equipment ID 202817 to original manufacturer specifications. Line items are one of each part and one On Site Service. The justification supports a single-source award above the micro-purchase threshold but not exceeding the $350,000 Simplified Acquisition Threshold. It states that non-OEM parts would void existing warranties and risk further equipment damage. Market research across VA National Acquisition Center, GSA Advantage, NASA SEWP, ECAT, VA HTME contracts, the Federal Supply Schedule, and the SBA DSBS database identified no viable alternatives. A manufacturer email dated October 27, 2026 confirms the parts are available only directly from the OEM, with no authorized distributors or known national contracts. The classification codes are PSC 6515 and NAICS 339112.
