About this file
This is a Justification for Single Source Award document from the Department of Veterans Affairs, Network Contracting Office 21, supporting VA Palo Alto Health Care System (VAPAHCS). The justification seeks approval for a single-source contract award over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold of $350,000.
The procurement involves repair and restoration of a Philips Epiq CVx echo ultrasound machine (Equipment ID 202817) that is non-functional at VAPAHCS. Specifically, the contractor must replace a Philips computer assembly IMB3 9th Gen EPIQ (PN# 453562024983) and Voyager Platform Power Module (PN# 453562089601), then restore the ultrasound machine to original manufacturer specifications. The justification establishes that only one source can fulfill this requirement because using non-OEM approved replacement parts would void existing warranties and risk additional damage to the equipment. Extensive market research was conducted across VA National Acquisition Center, GSA Advantage, NASA SEWP, ECAT, VA HTME contracts, the Federal Supply Schedule, and the SBA DSBS database for veteran-owned small businesses and service-disabled veteran-owned small businesses, with no viable alternatives identified. Email correspondence from the manufacturer dated 10/27/2026 confirms that the required parts are available only directly from the OEM with no authorized distributors or known national contracts available. The contracting officer certifies the justification under RFO Part 12.102(a) and recommends sole-source award to a Large Business under IAW RFO Part 12.
