About this opportunity
The Bureau of Land Management's Pocatello Field Office is soliciting proposals for on-the-ground herbicide application services to control noxious and invasive weeds across BLM-administered lands in Idaho under solicitation number 140L2626Q0012. The government seeks one or more contractors to provide comprehensive herbicide application services, including all labor, equipment, tools, materials, and supervision necessary for treatment across five terrain classifications ranging from easy flat terrain with motorized access to difficult terrain with little or no motorized access. Contractors must hold current Idaho Professional Applicator Licenses in the Agricultural Pesticide Category and must employ GPS-equipped crews capable of recording geospatial data. Evaluation will be based on three primary criteria: technical capability (including work activity plan, methods, key personnel, timing, and quality control measures), prior experience and past performance with references, and price, using a lowest price technically acceptable methodology. Proposals are due electronically to Contracting Officer Heather McBride at hmcbride@blm.gov by April 14, 2026, at 5:00 PM Mountain time, with contractor questions due by March 26, 2026.
This solicitation is set aside as a Total Small Business opportunity under NAICS code 115310 (Support Activities for Forestry) with an $11.5 million size standard. No incumbent contractors are identified in the solicitation documents. The contract is structured as a Blanket Purchase Agreement covering a five-year period from May 1, 2026, through April 30, 2031, with individual task orders determining specific periods of performance and work areas. The government will compensate contractors at unit prices per acre for satisfactorily treated areas, with pricing established through the competitive solicitation process and remaining fixed during the BPA term unless modified through annual reviews. Work will be performed across the Pocatello Field Office service area in southeastern Idaho, with the field office located at 4350 Cliffs Drive, Pocatello, ID 83204, encompassing BLM-administered lands and interfacing with various other federal, state, and private land management jurisdictions in the region.
