About this file
This is a Questions and Answers document for the PFO On-the-Ground Herbicide Application Blanket Purchase Agreement (BPA) solicitation 140L2626Q0012.
The document addresses contractor inquiries regarding pricing structure and the nature of the current solicitation. The Government clarified that separate line items for price per acre and price per ounce/gallon of chemical are intended to establish maximum pricing at the base BPA level, allowing flexibility for future calls where the Government may supply chemicals or the contractor may provide them. This structure prevents conflating labor and material costs and enables cost comparison against baseline pricing. Chemical pricing will be tracked separately to account for potential cost savings based on call magnitude. The current posting is a Request for Quote (RFQ) designed to identify a pool of qualified herbicide application vendors and establish baseline pricing that will remain in effect for the BPA duration. Future calls issued against this BPA will follow the procedures outlined in paragraphs 7 and 8 of Appendix 3 - BPA Terms and Conditions. The document distinguishes this RFQ from a previous Request for Information (RFI) issued for the Blackrock area, which was used to gather vendor feedback and refine requirements prior to solicitation issuance.

Question Government response Reference 1 On the bid sheet there are line items for price per acre and line items for price per ounce/gallon of chemical…Will they be paid separately?
The intent for having separate line items for price per acre and price per oz/gallon of chemical is to establish the max price at the base BPA level. At the call level it is possible that the chemical could be provided by the Government or the Contractor so if provided by the Government, it is best for the cost per acre to not be associated with the chemical cost in the unit pricing. In the event that the contractor provides the chemical the chemical pricing would be separate to be able to account for that cost and it could be compared to the base BPA.
There may be cost savings due to scale of magnitude of a call.
Appendix 3 - BPA terms and conditions paragraphs 7 and 8 discuss the pricing and multiple award order procedures for the follow on calls.
2 I'm just trying to make sure I understand what you're looking for here. I filled out the previous "test" submittal for the Blackrock area. I filled out the survey. So is this new link associated with a specific area or am I essentially submitting my company information and history in order to be entered into a pre-qualified group of herbicide applicators who want to work in and around Pocatello? I just want to be clear on what I'm filling out here.
The current posting is the request for quote to identify the pool of vendors and to establish the max price at the base BPA level which pricing would remain in effect for the duration of the BPA. Quotes for calls against this BPA will follow the procedures outlined in paragraph 8 of Appendix 3 - BPA Terms and Conditions. The previous posting was a request for information to assist the Government in further refining the requirement, identifying interested vendors, and identifying set aside options. The sample call was provided in the RFI to give interested vendors an idea of a call that may be issued against the BPA as a frame of reference in providing feedback or questions that the Government could consider in refining the requirement prior to issuing the solicitation.
Appendix 3 - BPA terms and conditions paragraphs 7 and 8 discuss the pricing and multiple award order procedures for the follow on calls.
