About this file
This is a Questions and Answers document addressing clarifications on Solicitation 140P1426Q0105 for pest control services at Bighorn Canyon National Recreation Area, issued by the Department of the Interior National Park Service Intermountain Region. The solicitation covers a base period from award through September 1, 2027, followed by four annual option periods through August 31, 2031. The contract is a firm-fixed-price, small business set-aside requiring pest control services including spring (May/June) and fall (September/October) treatments at multiple facilities across two districts: Fort Smith, Montana (14 buildings including 11 housing units, an administrative building, and a maintenance shop) and Lovell, Wyoming (3 facilities). The contractor must provide exterior rodent bait stations and maintain general liability insurance with pesticide pollution coverage as required by the solicitation. Qualified licensed subcontractors are permitted for on-site treatment work, with Montana requiring commercial pesticide applicator licenses for individuals and operator licenses for those applying under licensed applicators, while Wyoming credentials only individuals.
The government is evaluating pricing for an optional six-month extension (Item 60) in addition to the base contract pricing. Prior experience evaluation allows documentation of three recent projects performed by either the prime contractor or proposed qualified subcontractors in standard narrative format. Service Contract Act wage determinations apply to both Big Horn County, Montana and Big Horn County, Wyoming locations and are available in SAM. Scheduled site visits are planned for September 9 in Fort Smith (5 Ave B at 10:00 AM MDT) and September 10 in Lovell (20 HWY 14A East at 10:00 AM MDT), with vendors required to confirm attendance by September 8 at 10:00 AM MDT by contacting Sharon LaRosa. Residents will be available for housing unit access during treatments, and no partial trip billing applies if units are unavailable. No prior CURE notices or corrections have been issued for pest control services in the past 12 months.

Answer
1
Does the solicitation permit the prime contractor to use a
qualified pest-control subcontractor or teaming partner for all on-site treatment work in Montana and Wyoming? If so, are there specific subcontractor disclosures or approval requirements?
Yes, as long as qualified licensed subcontrator. The state only credentials the individual in Wyoming. Montana requires a commercial pesticide applicator license for individua;l and an operator license for those applying under a licensed applicator.

Please confirm the period of performance.
Date of award to 09/01/2027, then yearly after
3
The requirement schedule lists Items 10-50 (base plus four option
periods), while the price schedule also includes Item 60, “Pest Control-Additional 6 Months.” Is Item 60 required and included in the Government’s evaluated total?
We ask for the pricing for an additional 6 months to evaluate.
4
Is an on-site inspection or site visit mandatory for offerors, or
is the statement encouraging inspection only? If visits are available, please advise how interested offerors may arrange access
Site visit is not mandatory. At this time a scheduled site visit is not planned. Contact Sharon LaRosa if interested in a site visit.
5
Please confirm whether the Government expects the spring/fall
treatments to occur once per season at each building, subject to the 14-day resident notice for housing units

8
May the required three prior-experience examples include projects performed by the proposed qualified subcontractor
Yes, qualified subcontractors
9
Are Service Contract Act (SCA) Wage Determinations applicable to
this requirement? If so, could the government please provide the applicable Wage Determinations for Big Horn County, MT and Big Horn County, WY?
Yes and they are in SAM under attachments.
10
Under the firm-fixed-price structure, are the bi-annual treatments
expected to cover all service needs, or is the contractor required to provide complimentary call-back/re-treatment services between the Spring and Fall visits if pests re-emerge? If call-backs are required, is there a limit to the number of covered visits?
Getting clarification.
11
For the 15 park housing units requiring a 14-day advance notice,
what is the protocol if a resident is unavailable or denies entry on the scheduled treatment day? Will the contractor be permitted to bill for a partial trip/dry run, or reschedule without penalty?
Units will be available. There will not be a partial trip.
12
For the Prior Experience evaluation factor, are there specific page
limits, formatting guidelines, or Past Performance Questionnaires (PPQs) required for the 3 recent projects, or is a standard narrative format acceptable?
Standard narrative
13
Are there designated on-site facilities at the North and South
districts for the disposal of non-hazardous pest control waste (such as spent traps or packaging), or is the contractor required to haul all waste off-site for disposal?
On-site trash disposal
14
During evaluation and technical review due to concerns of public safety for pesticides applications and dealing with some public health related pests while performing IPM Pest Management services as outlined within the Statement of Work, will the government require Prime Contractors to have direct pest industry experience as well as maintain proper pesticide General Liability insurance to include pesticide pollution coverage as per National Pest Management Association Standard of Care and Best Practices guidelines or will the government permit subcontractors to qualify Prime Contractors that do not have pest industry experience and/or pesticide related insurance?
Partially answered in previous questions. Liability insurance is required per the solicitation. Insurance is required of the prime.
15
What was the previous awarded Solicitation Number, Date awarded, and awarded value?
New solicitation
16
Has any part of the Statement of Work (SOW) changed in this solicitation compared to the last awarded contract? If so, what changed or was added?
New solicitation
17
Has the government issued any CURE or Notice of Correction for pest control services over the past 12 months at any locations?
No, see previous
18
Will the government provide any preference for SDVOSB or VOSB certified contractors in alliance with the government supporting veteran owned contractors?
At this time, it is a small business set-aside.
19
Can the government confirm the number of exterior rodent bait stations that are present?
No, based on square footage.
20
Will the government require exterior rodent bait stations to be provided by the contractor upon award?
Yes, bait stations will be provided by the contractor.
21
Can the Government confirm the Year 4 and Year 5 period-of-performance dates? We are concerned that the solicitation lists Year 4 as 9/01/2029–12/31/2030 and Year 5 as 9/01/2030–12/31/2031, each spanning 16 months rather than the 12-month duration used in the base year and other option periods. Should these instead read 9/01/2029–8/31/2030 for Year 4 and 9/01/2030–8/31/2031 for Year 5?
PoP was changed in Amendment 0001.
