About this opportunity
The Department of Defense, through the Department of War Personal Property Activity, is conducting an open season for new Transportation Service Providers to participate in the Defense Personal Property Program (DP3) through August 7, 2026, with an extended deadline of September 8, 2026 for financial documentation submission. Applicants cannot share Common Financial and Administrative Control with existing DP3 providers and must serve a three-year probationary period during which novation agreements are prohibited. The program covers domestic and international household goods moving under NAICS 484210 and PSC V122.
New entrants are defined as providers seeking initial DP3 approval or requalification after previous revocation; those disqualified or revoked before June 1, 2024 may apply subject to DoW PPA discretion. Applicants must be FMCSA-registered Motor Carriers for domestic operations or Freight Forwarders for international operations and must maintain valid household goods operating authority and a unique Standard Carrier Alpha Code (SCAC). For international markets, TSPs must independently perform shipment management, operational coordination, and agent management, with only claims and invoicing authorized for outsourcing.
Applicants must demonstrate three consecutive years of government and commercial transportation experience in each requested market, supported by current FMCSA Motor Carrier Certificate or Freight Forwarder Permit, customer references, and shipment documentation. Financial requirements mandate a Quick Ratio of 1-to-1 or greater and Debt-to-Equity Ratio of 4-to-1 or less. All applicants must register in SAM, complete CMMC Level 1 assessment, obtain SCAC from NMFTA, register with Unified Carrier Registration, establish a trading partner agreement with the designated Third Party Payment System provider, and comply with all Secretary of State requirements. Submit applications to transcom.scott.tcj9.mbx.pp-quality@mail.mil. Existing DP3 TSPs are prohibited from expanding into new markets during this open season.
