This is a Special Notice soliciting applications for new Transportation Service Providers (TSPs) to participate in the Defense Personal Property Program (DP3) administered by the Department of War Personal Property Activity (DoW PPA).

The Open Season runs from July 20, 2026 through August 7, 2026, with applications due by August 7, 2026 at 2359 CT. New entrants are defined as TSPs seeking initial approval or requalification after previous revocation, with those disqualified or revoked prior to June 1, 2024 eligible to apply on a case-by-case basis. The scope encompasses all domestic (interstate and intrastate) and international rate areas, with intrastate applicants receiving priority consideration. New entrants must be Federal Motor Carrier Safety Administration (FMCSA) registered Motor Carriers and will serve a three-year probationary period during which novation agreements will not be accepted. Applicants cannot be in Common Financial and/or Administrative Control (CFAC) with any current DP3 TSP. For international market approval, new entrants must independently perform core operational functions including shipment management, operational coordination, and management of origin/destination agents, port agents, underlying carriers, and overseas general agents, with only claims processing and invoicing authorized for outsourcing. New entrants must meet annual financial requirements including a Quick Ratio of 1-to-1 or greater and a Debt-to-Equity Ratio of 4-to-1 or less, with negative debt ratios deemed unacceptable. Existing DP3 TSPs are prohibited from expanding their approved markets during this Open Season. Application forms are available by request, and submissions should be directed to dow-ppa-quality-mbx@mail.mil, with inquiries directed to the DoW PPA TSPs Qualifications Support Team at (618) 817-5486 or (618) 817-1632.
