About this file

This is an Open Season Checklist for Third-Party Service Provider (TSP) qualification approval prior to participation in a federal transportation program. The checklist establishes nine mandatory qualification requirements that applicants must complete and have verified by an approving official.

Transportation service providers must demonstrate three consecutive years of government and/or commercial experience in each requested market, supported by an FMCSA Motor Carrier Certificate or Freight Forwarder Permit, customer references, and a detailed spreadsheet of all shipments moved under their own authority. Providers must maintain valid household goods operating authority through FMCSA and obtain a unique Standard Carrier Alpha Code (SCAC) from NMFTA. Additionally, TSPs must establish and maintain a trading partner agreement with a Third-Party Payment System (TPPS) provider for electronic billing and payment processing prior to DOW approval, register in the System for Award Management (SAM) database, complete Cyber Maturity Model Certification (CMMC) Level 1 assessment through the Supplier Performance Risk System (SPRS), and register with the Unified Carrier Registration (UCR) system. State registration requirements mandate that all TSPs register with the Secretary of State and comply with all business requirements in states where they operate. The checklist format includes columns for tracking completion status and reviewer initials.
