About this file

This is an Open Season Checklist for the Defense Personal Property Program (DP3) managed by the Department of War Personal Property Activity (DoW PPA). The checklist outlines qualification requirements that applicants must meet prior to approval to participate in the program during the open season period of July 20 through August 7, 2026.

Applicants must demonstrate company experience with three consecutive years of government and/or commercial experience in each requested market, supported by a current FMCSA Motor Carrier Certificate or Freight Forwarder Permit, customer references, and documentation of all shipments moved under their own authority during the three-year period. Additionally, applicants must maintain valid household goods operating authority with FMCSA and obtain a unique Standard Carrier Alpha Code (SCAC) from NMFTA. All applicants are required to register in the System for Award Management (SAM) database, complete a Cyber Maturity Model Certification (CMMC) Level 1 assessment through the Supplier Performance Risk System (SPRS), register with the Unified Carrier Registration (UCR), and comply with all Secretary of State requirements in their respective states of operation. This checklist represents the final version dated July 28, 2026, and supersedes earlier versions provided during the open season notice period.
