About this file

This is an Open Season Checklist for the Department of Defense's Personal Property Activity (DoW PPA) used to evaluate new entrants applying to participate in the Defense Personal Property Program (DP3). The checklist outlines mandatory qualifications that Transportation Service Providers (TSPs) must meet prior to approval, organized by requirement category with corresponding regulatory references.

Applicants must demonstrate company experience by providing three consecutive years of government and/or commercial transportation experience in each requested market, along with a valid FMCSA Motor Carrier Certificate or Freight Forwarder Permit, customer references, and a spreadsheet documenting all shipments moved under own authority within the three-year period. Operating authority requirements include maintaining valid household goods operating authority with FMCSA and obtaining a unique Standard Carrier Alpha Code (SCAC) from NMFTA. Additional mandatory qualifications include maintaining a trading partner agreement with a Third Party Payment System (TPPS) provider, registering in the System for Award Management (SAM) database, completing Cyber Maturity Model Certification (CMMC) Level 1 assessment, registering with the Unified Carrier Registration (UCR) system, and meeting all state registration and business requirements. The Open Season application period ran from July 20, 2026 through August 7, 2026, with this checklist updated on July 24, 2026 to reflect current requirements.
