Place of performance is Camp Lejeune, NC. Work encompasses approximately 73,909 square feet of interior and exterior painting across nine buildings (S960, S962, 1069, 1039, FC330, TT19, HP5, and 111), 9,852 square feet of carpet tile installation in three buildings, 1,000 square feet of epoxy flooring in Building FC280, drywall work in Building FC375, 14 metal doors in Building 1039, and vinyl cove base. The contract completion period is 300 days after award. Estimated cost range is $500,000 to $1,000,000.
Painting specifications mandate Master Painters Institute Approved Product List materials meeting MPI GPS-1-14 green certification, maximum lead content of 0.06 percent by weight, and elimination of chromates, asbestos, mercury, and free crystalline silica. Carpet requires modular tile with synthetic backing meeting TARR 3.0 or greater and certified indoor air quality through UL 2818, SCS Global, or CRI GLP QM. All contractors and personnel must complete Environmental Management System and General Environmental Awareness training and review the Camp Lejeune Contractor Environmental Guide prior to work start. Buildings may contain asbestos-containing materials; ACM must remain undisturbed. Prevailing wage rates per General Decision NC20260010 apply. A mandatory site visit is scheduled for March 27, 2026 at 0900 at Building S960. Award is on a lowest-price basis. Liquidated damages are $880 per calendar day.
